U.S. Air Force - Agency Wide IT PROJECT MANAGER (APPSW) in Lackland AFB, Texas

The primary purpose of this position is to serve as the Air Force Insider Program Operations Manager, responsible for the overall management and execution of the Air Force Insider Threat programs through program staff, contractual, and financial resources to carry out the operational duties required to meet National Insider Threat Task Force and National standards. Responsibilities DUTY 1: Serves as the Air Force Insider Threat Program Operations Manager, overseeing, planning, coordinating, and approving applications software and hardware for operating systems. DUTY 2: Provides executive support, representation, and subject matter expertise to assigned program office, and stakeholders in support of U.S. related councils, fora, committees, working groups and projects. DUTY 3: As the Air Force Insider Threat Program Operations Manager and Contracting Officer Representative (COR), provides direction to establish and execute processes within the assigned service center. DUTY 4: Maintains a continuous liaison with other Senior Staff, other service headquarters counterparts, and DOD offices to integrate program priority support actions impacting or relevant to assigned Hub. Requirements Conditions of Employment Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery knowledge of U.S and DoD Air Force Insider Threat standards, Air Force Insider Threat requirements management process, DOD services to include operational relationships and coordinated PMO synchronization efforts, U.S. and DOD exercise planning as it relates to Air Force Insider Threat services utilization, and experience in supporting requirements specification and implementation for national, multinational and DOD intelligence systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of U.S. and DOD Air Force Insider Threat standards, Air Force Insider Threat requirements management process, DOD services to include operational relationships and coordinated PMO synchronization efforts, U.S. and DOD exercise planning as it relates to Air Force Insider Threat services utilization, and experience in supporting requirements specification and implementation for national, multinational and DOD intelligence systems. 2. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing operations utilizing diverse support structures and inter-agency cooperation on advanced concepts, principles and practices such as Network and User Monitoring; Information Sharing; Collection Management and Operations; Research, development, test and engineering; Systems integration; Cyberspace Operations; Cyberspace information assurance and security systems; Information Systems; Continuous Evaluation; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations. 3. Working knowledge of a wide range of technical information systems to include Web-based application development using Java, XML-based metadata generation, handling, transformation, programing for common internet protocols (HTTP, HTTTPS, FTP), interfacing software with SQL databases; and JavaScript libraries (jQuery, ExtJS), PHP programing, SQL database administration/manipulation, and eXo portal development and administration, SAML 2, active directories and federation server, LDAP based directory services, cross domain application level security guards/gateways, implementation of Public Key Infrastructure (PKI), and vulnerability assessment tools. 4. Skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability in establishing and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. CONDITIONS OF EMPLOYMENT CONTINUED: Information Assurance (IA): Information assurance is a condition of employment. This position includes IA work AS A PARAMOUNT DUTY REQUIREMENT. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification, IAM level 3, within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal form this position. Emergency Essential: This position is Emergency Essential (E-E). In event of a crisis situation, the incumbent or a designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status.
