The Department of Ecology is hiring a *Water Quality Program Capital Budget Manager (WMS2) *within the Water Quality Program{target="_blank" rel="noopener noreferrer"}.
Location:
- Headquarters Office in Lacey, WA{target="_blank" rel="noopener noreferrer"}.
Upon hire, you must live within a commutable distance from the duty station.
Schedule:
- This position is eligible for telework and flexible schedule options.
- A minimum of one day per week is required in the office.

Duties
You will be responsible for ensuring accurate and timely reporting on capital budget activities. You will regularly advise the Water Quality Program Manager, Chief Financial Officer, the Financial Management Section Manager, and other executive managers and will be critical in forecasting potential issues, analyzing problems, identifying solutions, projecting consequences of actions, and implementing actions to support agency and program goals. Your skills will directly impact business outcomes for the program and the agency. As a fund manager for multiple capital funds and fiscal note writer for the Water Quality capital budget program, your actions have the potential to impact multiple interested parties, including local and other governmental bodies, the environmental and business communities, and the general public.
What you will do:
Manage and monitor capital budgets for the Water Quality Program's unique activities, functions and sections statewide; project trends in revenues and expenditures; prepare and recommend capital budget addition and reduction options and funding strategies for executive management; provide managers with accurate, clear, and consistent financial data on a regular basis; brief and advise Ecology management on capital budget and fund allocation requests ; review allotment requests and approve, modify or deny allotment requests based on program plans, fiscal, or policy considerations; recommend appropriate funding for pass-through grants and loans, staffing and other expenditures; accomplish these in support of agency goals.
Design a long-range strategic capital budget plan; anticipate and identify financial problems; create solutions; make critical independent, strategic financial decisions; develop financial contingency plans.
Assist Chief Financial Officer, Agency Budget Director, Budget Policy Manager, and Budget Office Staff with agency and state capital budget activities and responsibilities. Prepare, coordinate, and provide Water Quality capital budget information, materials and analysis.
Report to Water Quality Program Manager and Chief Financial Officer on status of Water Quality capital budget and funds managed and on budget issues. Work with Agency Budget D
