Amentum Program Manager- USAID in Kyiv, Ukraine

This position is contingent upon Customer approval, funding, and position availability.

The Program Manager (PM) is the primary point of contact with USAID. The Program Manager (PM) bears primary responsibility for all technical aspects of contract performance as well as management-related requirements of the contract. The PM must have strong writing and oral presentation skills, and be knowledgeable about the overall technical, administrative, and logistical responsibility for the effective, efficient, and timely implementation of all activities undertaken by the Contractor. The Program Manager (PM) must be an experienced and independent professional who helps the project meet its goals and objectives by designing and managing the construction activities in a timely manner. S/he must provide expert guidance to both USAID as well as construction Subcontractors.

JOB DUTIES AND RESPONSIBILITIES:

  • Provide overall leadership, management, and technical direction, ensuring a common vision among project staff and stakeholders while integrating activities under different expected results and objectives.

  • Serve as the primary TO point of contact for USAID/Ukraine.

  • Manage project staff and sub-contractors.

  • Maintain strong relationships with key stakeholders, USAID, Cooperating Country government counterparts, and other public and private sector stakeholders.

  • Ensure design services meet appropriate design standards and norms and ensure that the construction management program aligns with local and international standards of practices.

  • Must be full-time in Ukraine.

REQUIRED SKILLS AND QUALIFICATIONS

  • At least 15 years of overall experience and previous program leadership experience with activities of similar scope and complexity.

  • Experience with USAID contracting is a must.

  • A Bachelor’s degree is required; Master’s degree is preferred, in international development, business or other related field from an accredited college.

  • Must possess strong leadership and interpersonal skills, be very detailed orientated, flexible and have strong organizational and time management skills.

  • Experience managing different contract types with diverse USG and, preferably commercial customers.

  • Proficient financial management, personnel management and sub-award management skills.

  • Strong communication and business writing skills and demonstrated experience drafting professional, concise and persuasive messages.

  • Ability to effectively collaborate, cooperate and interface with multiple levels of stakeholders to achieve results.

  • Fluent in English.

  • Experience in Ukraine or Eastern Europe is preferred.
