About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights Responsibilities Execution of the solicitation, award and administration of all District military design, construction, professional services, non-personal services, and supply contracts. Reviews all Construction Branch activities related to contract negotiations which include preparation of necessary justifications and authorizations. Develop source selection plans; conducts evaluations, ensuring all evaluators are properly trained in accordance with the solicitation requirements. Evaluates contractor proposals, establishes objectives and leads teams of Engineers, cost estimators, legal staff, and auditors, in negotiations. Oversee the activities of assigned Administrative Contracting Officers (ACO) and Contracting Officer Representatives (COR) within the Construction Branch. Reviews, and decides on contractor Requests for Equitable Adjustment, claims, and other offer matters in dispute for the Branch. Advises and makes recommendations to District and/or Division, and other supported elements on all aspects of procurement planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.). Transcripts must be included with your application. OR Exemption: You are exempt from the education requirements above if you are a current DoD employee who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold (SAT) on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Review solicitations for completeness; revising to conform with Federal agency and local contract laws, regulations applicable to the acquisition. Terminates contracts for default and convenience, as necessary and negotiates final settlements regarding convenience terminations. Guide the preparation of all types of contracts and task orders utilizing primarily negotiated source selection procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Contracting/Procurement Influencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
