Job Overview:

Manage major bids and estimates from the Kuala Lumpur Office for the SAF Business Line. Managing in accordance with the MOPEX (multiple office project execution) model. Manage internal and external stakeholders to manage bids and estimates in line with Company procedures.

Key Tasks and Responsibilities:

  • Maintain awareness of upcoming bids and track bid slate registers

  • Attend bid kick off meetings on behalf of supply chain and represent supply chain interests in early bid planning and strategy

  • Review client bid package documentation and understand scope of bid and bid requirements arising from the client bid package for the supply chain (covering procurement, subcontracts and logistics

  • Manage MOPEX teams (Chennai) and define bid strategy and approach (including identification of packages to be tendered to market or estimated in-house). Generate supply chain bid strategy plan

  • Interface with bid project management team and proposals and estimating team to communicate and agree supply chain bid strategy, provide regular updates of progress and attend adhoc review sessions to ensure alignment between functions. Attend other milestone bid meetings such as schedule reviews, risk reviews, area management reviews etc.

  • Interface with engineering, marine and quality departments to expedite internal RFQ and scope documents for market approach or estimating

  • Manage local and MOPEX buyers, subcontract specialists and logistics personnel to conduct market approach or estimation activities, including issuance of RFQ to market, expediting or vendor quotes and technical / commercial clarifications

  • Coordinate the local or MOPEX buyers, subcontract specialists and logistics personnel to manage the technical clarification process between vendor + engineering / marine / quality

  • Manage and review commercial bid evaluation of packages

  • Manage and coordinate the generation of cost summary sheets to present overall costing estimates.

  • Conduct internal supply chain review of cost summaries to analyze and critique the cost data, generate benchmark data from internal databases to justify costing data generated and present the information for internal review within supply chain and for review within inter-departmental checks and management reviews

  • Meet with client teams as necessary to clarify aspects of the bid or present progress or outputs of the supply chain bidding process

  • Manage the generation of supply chain execution plans and manning plans

  • Coordinate and review the submission of qualifications to be included as part of the bid submission

  • Attendance at risk review meetings and provide ownership of risk and opportunity registers

  • Coordinate and ensure proper traceable storage of all bid information generated during the bidding activities

  • Interface regularly with global benchmarking teams to both gain benchmark data and provide recent bidding data for input into the benchmarking databases

  • To manage and mentor the buyers, subcontracts specialists and logistics personnel

  • To be able to compile and present a bid to internal and external stakeholders.

  • To work in a global capacity with MOPEX teams and other global teams such as the benchmarking departments

Essential Qualifications and Education:

  • General degree / Experience suited to the role

  • 10+ years’ experience Oil and Gas Procurement (Execution / bid estimates is a plus).

  • Experience in managing internal and external stakeholders

  • Experience in managing a small team globally

Preferred Qualifications and Education:

  • Degree in Business or Economics / Degree in Engineering

  • Demonstrated they have managed a small team

  • Demonstrate they can present to internal and external stakeholders
