Program Summary

KBR will sustain the operational well-being of U.S. armed forces at Morón Air Base (Spain), Incirlik Air Base, Izmir Air Station, and various facilities in Turkey. Our services encompass program management, civil engineering, morale and recreation support, postal operations, safety services, logistics, and more. With a five-year base period and three one-year options, KBR ensures these bases operate smoothly, allowing deployed personnel to focus on mission execution.

Job Summary

This position plays a critical role in supporting the coordination of various functions related to the Traffic Management operations. Under direction of the Traffic Management Superintendent, the replacement will have primary duties in Turkish Customs and Inbound Personal Property and assist with Passenger Travel, U.S Customs, Cargo and other areas as needed.

Roles and Responsibilities

  • Ensures U.S. and Turkish customs regulations are being properly followed. Maintains carrier files and witnesses reweighs. Input and maintain inspection data into automated system for analysis and reporting purposes.

  • Assist personnel/organizations with the preparation of customs documents. Establish and maintain a host nation customs clearance program for processing and shipping DoD cargo and personal property.

  • Prepare and process documentation for transactions such as sales, transfers, POV letters, POV arrival certificates, customs turn-ins, POV border clearances, and waivers to customs law. Assist the Turkish Ministry of Customs with researching and/or closing an "Open Beyanname."

  • Process by name transactions which include but are not limited to adding/deleting/transferring items, POV transfers, opening/closing by name files, processing transit by name for shipments to Incirlik or Ankara and clearing in-bound cargo shipments at the airport.

  • Counsels service members and US government civilians on personal property shipment authorizations; advise members on entitlements.

  • Observe, document, and evaluate carrier or contractor performance in the movement of personal property for service members and US government civilians. Ensures that carriers or contractors comply with service tenders, tariffs, contract specifications, and Government regulations used in handling of personal property.

  • Resolves controversial procedural problems involving the rights of members/employees and the requirements of carriers or contractors to perform desired services.

  • Counsels’ member(s) on the procedures for the completion of paperwork and filing claims with the appropriate agencies if applicable.

  • Utilizes the Defense Personal Property System (DPS) and Global Air Transportation Execution System (GATES) systems for personal property shipments and passenger travel.

  • Produces, maintains, and collects all relevant documentation regarding household goods/personal property (i.e., DD Form 1797, DD Form 1299, and travel orders).

  • Provides quality control inspection services and English-Turkish and Turkish-English translation in the personal property shipment and passenger movement areas.

  • Ensures the reweighing of shipments exceeding entitlement is performed prior to delivery and attending the reweigh in person.

  • Serves as alternate Passenger and Booking Specialist which receives, reviews, and determines official travel entitlements and creates official passenger reservations documentation.

  • Stand in for Vehicle Dispatch when needed.

  • Stand in for Housing when needed.

  • Follow all safety guidelines and protocols to prevent accidents and injuries. Maintain a commitment to a safe working environment for yourself and others. Proactively identify potential safety hazards and take corrective measures to mitigate risks.

Basic Qualifications

  • Must be a Turkish citizen.

  • Fluent in English and Turkish (both written and verbal).

  • Valid Class B driver’s license.

  • Current and favorable Turkish security background check.

  • Fulfilled Turkish Military obligation.

  • Obtain and pass a medical physical and certified by doctor.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

  • Capable of performing lifting and similar physical tasks required for maintaining cleanliness and organization in the office and storage area.

  • 4-year University degree
