United States Fleet Forces Command PRODUCTION RESOURCES & PLANNING MANAGER in Kittery, Maine

Summary You will serve as Production Resources, Planning, and Operations Manager; Production Resources Department; Portsmouth Naval Shipyard, Kittery, Maine. Responsibilities You will manage overall Departmental resource planning, training, safety, environmental, security, facilities, and daily support of project execution for shop and shipboard work. You will manage a comprehensive Resource Management Program for the Department including workload/workforce forecasting, staffing, revitalization, training and development, allocation and efficient utilization. You will coordinate the overall movement of personnel between shipyards to mitigate workload, maintain skills base, and improve schedule execution of all assigned ship availabilities. You will manage the Department's safety, environmental, security, and quality control programs. You will direct the planning of all productive and supportive work to be accomplished by the Department, assuring resolution of actual or potential problems and deviations from established work schedules. You will assign work, provide technical guidance, personnel management, performance management, position management, oversee training, recommend promotions, approve leave, recommend awards, resolve disciplinary issues, and administer EEO policies. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-14 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience at the expert level with production control, cost control, budget control and personnel management. Extensive experience with technical and administrative shipyard work operations, including nuclear and radiological requirements, skills and shop practices. Experience with all phases of ship repair and overhaul, as well as experience at the various levels of shop supervision. Experience with negotiated agreements, Shipyard Instructions and Office of Civilian Personnel Instructions, in order to ensure maintenance of discipline and morale and remain current in his/her knowledge of employee and labor relations precedent, case decisions, arbitration awards, etc. Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
