The Opportunity

Abt Global Britain seeks a qualified Finance/Accounting Manager to support the anticipated FCDO-funded Congo Basin Forestry Action Programme (CBFAP). CBFAP is a seven-year program to support effective forest governance and markets reform; provide grassroots support to local communities; mobilize private sector finance for forests; and drive reform, ambition and cooperation. The Finance/Accounting Manager is responsible for budgeting, financial management and reporting; oversight of procurement; administrative management of any sub-awards and vendor contracts; human resources management; and general administrative and operational support for programme activities. S/he will serve as a member of the project’s Senior Management Team to ensure that the project team has the administrative and financial support required to deliver on the programme description and approved workplans. The position is contingent upon the activity’s award and FCDO approval. This will be a full-time position based out of Kinshasa, DRC.

Core Responsibilities

  • Provide managerial and operational support and advice to the Country Lead by overseeing project finance and accounting, operations, procurements management, IT and human resources, and ensuring compliance with and country and FCDO regulations.

  • Contribute to a project management culture that enables gender equity and social inclusion.

  • Contribute to a project management culture that enables continuous adaptive management and learning.

  • Support the development of annual budgets, financial reports, compliance documentation, and other deliverables, ensuring all are on time and of high quality.

  • Prepare annual site office revenue projections and work with the Country Lead and Home Office team to update budget tracker forecast on a monthly basis. Track actuals, accruals, and commitments against approved budgets to ensure project activities remain on budget. Advise Country Lead and Home Office of any changes in projected spending.

  • Ensure preparation of accurate financial reports, and monthly cash funding requests in close coordination with the Country Lead and program team.

  • Oversee all procurement and inventory tracking, establish country-specific procurement guidelines and standard operating procedures

  • Manage the preparation of payroll and other regular payments with due consideration to deductions (for advances, taxes, etc), and manages the review of monthly payroll for accuracy

  • Manage the financial operations and financial reporting of the country program, providing guidance, training, and technical assistance to financial and non-financial management personnel

  • Support with client interaction on finance and administrative issues, participating in discussions on contract issues and actions, and following up on client requests and concerns

  • Support the development, execution, and management of subcontractor, consultant, and grant agreements

  • Inform and provide updates on all contractual, financial, and legal issues to appropriate staff in the Home Office

  • In coordination with the Home Office, facilitates tax exemption processes with local government entities as applicable

  • Oversee Human Resource activities affecting the project including but not limited to the hiring, termination, benefit tracking, and legal disputes affecting current and former site office personnel

  • On a weekly basis review Project Operational reports ( Remote Office Voucher (ROV) ) for accuracy and completeness and upload transactions into Oracle.

  • On a monthly basis, review results of accounts reconciliation and recommend corrective actions if any

  • Assist in the development of policies and procedures in the International Accounting Manual

  • Indirectly oversee and train Site Finance & Accounting Team in the successful execution of their responsibilities

  • Participate in quarterly and annual projects’ reviews and work with projects’ teams to incorporate performance goals and objectives. Provide regular feedback to the respective management teams of the projects on the performance of Site Finance & Accounting Team

  • Assist in the identification and implementation of improvements and efficiencies in transaction processing and review

  • Participate in automation of accounting processes

  • Participate in project audits and clients’ financial reviews

  • Other duties as assigned.

What We Value

  • Master’s Degree (minimum) in Finance, Business, Administration, or other relevant field.

  • At least 4-6 years of professional experience managing financial and contractual aspects of large international development programs, preferably FCDO-funded projects, with successful track experience

  • Significant experience managing and supervising financial and procurement management personnel

  • Experience in financial management systems, (QuickBooks highly desirable)

  • Strong analytical and computer skills, with an emphasis on budget and financial analysis

  • Proven ability to work effectively in a team-oriented, multicultural environment and to function effectively as a member of various groups

  • Experience in the management of logistics and procurement are highly desirable.

  • Proven written and oral presentation skills in English and French
