While prior appraisal experience is not necessary, related experience and appraisal certifications will determine initial placement in an Appraiser I (Underfill), Appraiser I or Appraiser II position. The successful applicant will be fully trained and required to obtain Level 1 or Level 2 certification from the Arizona Department of Revenue if not currently certified.

Performs advanced journey level inspection work involved with appraisal and assessment of real and personal property for tax assessment purposes and for proper classification of taxable property and improvements. Positions at this level are distinguished from other classes within the series by the complexity of duties assigned. Incumbents perform the most difficult and responsible types of duties within the series. Incumbents at this level are required to be fully trained in all related procedures and must have met all current requirements of the State of Arizona, Department of Revenue (See ARS 42-123.02, Level I and II Certifications) and have obtained Level I and II Certifications, from the Department of Revenue. There is no automatic progression from this level to the Appraiser Senior level, which will be controlled by classification of the individual positions.\ \ REPORTS TO\ Work is performed under general supervision of a higher level of authority and in accordance with established procedures. The employee is expected to exercise initiative and independent judgment in applying appropriate appraisal and assessment procedures and practices in classifying taxable property and improvements.\ \ SUPERVISION EXERCISED\ May exercise technical and/or functional supervision of new or less experienced appraisers or in absence of higher level of authority

Essential Job Functions

  • An employee of this class is responsible for collecting and analyzing data pertinent to the appraisal of real and personal property improvements and new constructions for the determination of tax assessment values. Certified Level II Appraisers are qualified to appraise all types of locally assessed land and improvements, including complex commercial/industrial properties and centrally valued properties at an equivalent level of responsibility (depending upon assignment by immediate supervisor and/or higher level of authority).
  • Collects pertinent county, city, neighborhood, site and improvement data relative to property value, such as economic and market conditions, descriptions of neighborhoods including property price ranges, income ranges, land descriptions, area size, availability of utilities, restrictions, improvement design and related data.
  • Reviews and interprets legal descriptions, maps, plats, building sketches, and other descriptive materials.
  • Demonstrates a full understanding of and ability to utilize Computer Generated Mass Appraisal software.
  • Develops value analyses through cost, income and market appraisal techniques including assessments of comparable recent sales of property, building costs, depreciation, income and related factors.
  • Measures and draws property to scale.
  • Calculates square footage and perimeters of property.
  • Classifies and gr des assessment of property.
  • Prepares and presents appraisals in the administrative appeal process using commonly accepted valuation methods, including market, income and cost approaches to value.
  • Residential, land or commercial appraisals may be prepared for presentation at the Assessor, Board of Equalization and Tax Court levels of appeal.
  • Meets with property owners to explain and outline specifically the taxation methods and procedures utilized in property assessment of the individual\'s property if petitioned or questioned.
  • Communicates with the public on such matters as property values, ownerships, legal descriptions, widow and veteran\'s exemptions and statutory classifications.
  • May meet with irate citizens when assessments are questioned or petitioned.
  • Refers matters to higher level authority for further explanation or resolving of questioned or petitioned assessments.
  • Performs related work as required.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.
