The Corporate Supply Chain Department is seeking a dynamic and talented Program Manager – Purchased Services and Laboratory.

The Program Manager – Purchased Services and Laboratory supports the sourcing and contracting for the Purchased Services and Laboratory Categories (and other categories as assigned), clinical and non-clinical, for all UHS facilities that represents 770 Million in annual spend. Identifies and executes all sourcing activities related to assigned categories serving a total of 392 facilities, including: Acute Care, BH (Behavioral Health), IPMs (Independent Physician Management), Alt (Alternate) Sites and Surgery Centers. Identifies and leads opportunities to place vendors / services under contract or enhance current contract(s). Maintains responsibility for the Request for Proposal (RFP) process and assigned sourcing calendar projects. Manages assigned contracts, inclusive of contract negotiation, financial analysis, product/service conversions and strategic vendor relationship management

Key Responsibilities include:

  • Supports the Purchased Services and/or Laboratory Programs. Identifies and facilitates sourcing opportunities pertaining to clinical and non-clinical services with support from Corporate Sourcing and Contracting and GPO support staff. Develops strategy; leads communications/negotiates with vendors; benchmarks proposed pricing; and executes contracts. Identifies opportunities to place vendors / services under contract or enhance existing contract for purchased services. Utilizes GPO contracts and existing UHS contracts forecasts as guidance.

  • Monitors compliance with contract commitments. Develops tools to track and monitor compliance, develops key performance indicators (KPI). Helps to ensure consistent auditing and feedback for appropriate utilization control and expense reduction. Performs analysis of contract utilization and formulates and implements recommendations for adoption or improvement. Performs Category Management functions including convening quarterly business reviews with key suppliers and distributors.

  • Monitors and assists facility Supply Chain and Clinical Leaders with corporate-wide conversions, including objectives and time frames for conversion, education tools, and supporting financial information. Performs cost analysis, tracks conversion timeline and savings progress. Develops and administers project management plan for initiatives.

  • Develops Preferred/Standard Vendor list and Sourcing Calendar for Purchased Service and Laboratory Programs.

    Qualifications

    Position Requirements:

  • Bachelor’s degree required.

  • Minimum of five years’ experience in supply chain operations.

    Experience & Knowledge:

  • Experience in automated Supply Chain systems.

  • Knowledge of Purchased Services for Healthcare and in general other spend categories.

  • Clinical laboratory experience preferred

  • Knowledge of RFP process, specifications, and contract terms and conditions required.

    Skills:

  • Demonstrated contract negotiations and vendor management expertise required.

  • Strong leadership presence to evaluate business opportunities, major contracts, and relationships

  • Competency with Microsoft Word and Excel

  • Effective interpersonal skills to interface with a broad range of peers, end users and senior management.

  • Excellent written and oral communication skills.

  • Proficient time and project management skills to manage several initiatives of varying priority and complexity.

    Travel Requirements: 5% to 10% US or International travel, based on projects
