Job Description

Purpose

Job Summary

The Coordinator will assist in the development, implementation, and administration of the transportation goals of the Tribe with responsibility for accomplishing a variety of departmental services, including those related to tribal roads and facilities, tribal transportation, construction projects, land use and work with the Tribal Planner on future infrastructure, land and road use project plans.

Incumbent will be responsible for: facilitating agreements and partnerships with municipal, state and federal agencies that benefit the advancement of the tribal priorities as identified in the Long-Range Transportation Plan, forming a Tribal Transportation Plan and LRTP, keeping inventory current and addressing the needs of the tribe through infrastructure development in accordance with the LRTP. In addition to these agreements, this position will be responsible for community development and involvement in the Tribal Transportation Plan.

Essential Job Functions:

  • Objective: annual collection and update of transportation data. Documentation and submission of additional transportation data when applicable of existing and future transportation needs including mapping and other available data gathering methods.

  • Maintain adequate contract records and files on all road projects and related material.

  • Work collaboratively to advance tribal priorities in accordance with the LRTP.

  • Develop and maintain a working relationship with the appropriate entities such as municipality, state, other Tribal governments, federal, Bureau of Indian Affairs, U.S. Forest Service, National Park Service, Federal Transit Agency and Federal Highways Administration, etc.

  • Attend appropriate trainings, workshops, and meetings and represent the Tribe at meetings and functions related to the Tribal Transportation Plan.

  • Seek out and obtain future funding from federal, state, or private agencies, organizations, or foundations for construction funding and to address annual the Tribal Long-Range Transportation Plan.

  • Work collaboratively with private grant writers as needed to facilitate funding for future Tribal projects.

  • Facilitate and engage in public review and meetings regarding the Tribe’s LRTP and update and add new inventory as needed.

  • Prepare and submit reports as needed for reporting of grant funds.

  • Preconstruction, management, and construction oversight of KIC’s Transportation projects; including, Environmental documentation, permits, right-of-way, plans, estimates, and engineers’ estimates to ensure the Tribe has met its regulatory requirements to construct a transportation project under the TTP.

  • Manage the construction of transportation projects for KIC through the use of engineering consultants.

  • Develop Transportation Projects as listed in the KIC LRTP.

  • Perform other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of Tribal Transportation Program and community transportation issues

  • Knowledge of related Transportation acts and programs

  • Basic principles and practices of program and project management

  • Knowledge of theories and methods related to transportation planning and implementation strategies

  • Knowledge of contract management practices in an agency setting

  • Knowledge of applicable Federal, Tribal, State and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility

  • Understanding of research and reporting methods, techniques and procedures

  • Ability to communicate professionally over the telephone and in person in a positive and clear manner and effectively represent the Tribe in contracts with governmental agencies, community groups, various business, professional, education, and regulatory organizations with the public

  • Ability to manage simultaneously multiple tasks

  • Ability to use modern office practices, methods, and computer equipment and applications related to the work

  • Ability to work independently with minimal supervision and able to prioritize assignments

  • Ability to take verbal instruction and complete assigned projects by established deadline

  • Ability to understand policies, procurement and implement and review

  • Ability to track spending and produce budget reports

  • Ability to research and prepare successful grant proposals

Physical Activities Include

Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each of the listed activities also requires standing, sitting, walking, bending, and stooping, climbing on stools and ladders, and must regularly lift and/or move up to 10 pounds; and/or move up to 25 pounds frequently, and/or move up to 50 pounds occasionally.

Writing by hand and using a personal computer. Attending evening and lunchtime meetings as requested by the supervisor. Traveling occasionally to out-of-town meetings and functions.

License(s)

Possess a current valid State of Alaska driver's license with a record acceptable to KIC’s Insurance carrier.

Education and Experience

Education: Minimum qualification of High School diploma or equivalent required.

Preferred qualification of two years of college-level course work in the area of public administration, business administration, construction management, urban or transportation planning, or related field.

Experience: Three years of transportation and management experience, one of which must have been in a key administration role.

Related experience may substitute for the college-level coursework on a year-for-year basis.
