Job Description:

Summary

Senior Equipment Planner role is a valued project team member who is responsible for successfully developing capital programs based on manufactures recommendations and Federal regulations as scoped for rail capital projects.

Roles and Responsibilities

  1. Develops specifications and contract documents pertaining to new equipment and equipment reliability programs to ensure that NJ Transit's operational and maintenance requirements are satisfied throughout the life of the vehicle.

  2. Develops and plan vehicle maintenance schedules, including, project expectations, cost estimates, workforce requirements, additional needs, and benefit analyses for NJ Transits fleet of rail vehicles.

  3. Prepares reports and supporting documentation on rail vehicle projects, coordinating activities between rail procurement, rail capital and other departments to ensure program success.

  4. Develop Capital Programs for rail equipment based on manufacturers recommendations and Federal Regulations.

  5. Reviews submittals, proposals and other documents from contractors and vendors on rail equipment programs and advises them of changes to ensure that NJ Transit's requirements are satisfied.

  6. Develops specifications and contract documents pertaining to equipment programs to ensure that NJ Transit's planned operational and maintenance requirements are satisfied.

  7. Prepares estimates and other data as required on equipment project elements to ensure that required details are analyzed and formulated to assist in decisions.

  8. Monitor vehicle inventories and maintains departmental databases.

This Position Supervises:

Education, Experience and Qualifications:

Baccalaureate Degree in Transportation, Planning, Engineering, or related area, and five (5) years of applied experience in planning, evaluating, and developing fleet improvement projects. One year of closely related experience can be substituted for each year of education required.

Knowledge and Skills:

Knowledge of NJ TRANSIT’s rolling stock, maintenance facilities and practices, federal regulations, quality procedures and standards, budgeting practices and new service initiatives desired. Excellent written, verbal, and visual graphic communications skills and intermediate/advanced knowledge of MS Office Suite desired.

Certificates, Licenses, Registrations

Working Environment

ISO 9001-2015 Preferred

Interdepartmental: Rail Operations, Procurement, Rail Finance, and Rail Capital Projects.

Physical Demands Other Conditions

Operate standard office equipment and keyboards.

Overseas and in or out of state travel required.

May need to work weekends, nights, holidays, and other unforeseen emergency occasions based on organizational needs.
