Public Buildings Service Program Manager in Kansas City, Missouri

Summary As a Program Manager you will serves in areas within Energy and Sustainability within Public Buildings Service. Location of position: Public Buildings Service, Energy and Sustainability, in Kansas City, MO. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Analyzes building conditions and equipment operating plans and procedures and applies energy efficient standards by studying the operating characteristics of the building energy consuming systems and associated equipment. Determines causes of deficiencies, analyzes possible methods of correction, and recommends changes as necessary to include retrofitting or altering systems to make them more energy efficient to reduce energy costs, improve performance standards and reduce energy usage. Develops effective operating plans for plant operators to follow. Analyzes and develops demand-side management agreements with utilities to provide alternative funding resources through utility incentive programs and services for the agency. Reviews new construction plans and project directives to ensure that the proposed design includes features that are conducive to effective and economical energy management operation, and green design. Keeps updated on new materials/new systems/equipment/guidelines/regulations as applied to energy conservation, sustainability and recycling. Provides technical assistance and consultation to the building management, design and construction, real estate and portfolio divisions, and other agencies. Administers program related activities related to energy and sustainability, including inspections of GSA buildings, electro-mechanical systems & equipment in order to recommend energy and sustainability improvements. Conducts building system studies & effectively presents & follows up on recommendations. Verification of building performance against best practices and regulations as associated with Guiding Principles. Provides support related to Carbon Free Electricity (CFE), EA2020, Electric Vehicle Supply Equipment (EVSE), Guiding Principles, Net Zero, AFFECT Grant and Energy Savings Support Contracts (ESPC). Identifies high energy-consuming buildings through cost analysis, analysis of building characteristics and operating requirements for major retrofit studies. Consults with Architect and Engineering firm performing such studies, ensures compliance with applicable Executive Order and regulatory requirements including 42 U.S.C. 8254 for Life Cycle Cost Analysis, assists in the preparation of retrofit concepts for funding and accomplishment in buildings, initiates and prioritizes projects for accomplishment, and ensures projects are entered into the appropriate system. Develops environmental impact statements, environmental assessments, or site assessments. Prepares related public announcements and coordinates with guidance from the Sustainability Coordinator, with other Federal, state and local authorities. Evaluates management reporting systems. Reviews cost and other reported consumption data retrieved from the Energy Users Analysis System (EUAS) and other related reporting systems to evaluate effectiveness of operating plans, procedures, and performance standards in energy reduction efforts. Follows procedures to investigate high energy or unusual consumption in buildings that show up in these categories; performs on-site studies to determine causes and makes recommendations to correct problems. Uses a variety of engineering methods to isolate, analyze, and troubleshoot electrical issues in the buildings using provided data from EUAS and the Electrical Software Platform. Coordinates investigations, evaluations, and inspections for developing improved operation, maintenance/repair, modernization and alterations of buildings, to include related mechanical and electrical systems and equipment for the purpose of improving energy efficiency. Gathers and analyzes data by work sampling, work measurement, life cycle cost analysis, comparative analysis on a rolling year basis, and other statistical methods. Monitors case studies of projects and reports on the development process, historical usage data, projected savings, and technical information. Reviews information regarding retrofit and replacement equipment, actual savings in utility costs, problems, and solutions and other information. Develops local reporting systems and energy efficient standards under guidance of the Energy Program Manager. Develops manuals, handbooks and other directives to implement improved energy conservation standards, policies, and procedures which include advising on and resolving problems associated with implementation. Plans, develops, schedules, and conducts formal training programs in the energy conservation, sustainability and recycling areas for use by building management, staff offices, and trade craft personnel. Disseminate information concerning new and improved craft techniques for energy conservation, sustainability, LEED and recycling, that includes developing training manuals. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify you must have one year of specialized experience equivalent to at least the GS-12 level of Federal Service. Specialized experience is providing direction and support for an energy management program and services related to facility operations and project implementation. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; identifying and implementing energy conservation measures (tactical); energy audits; analysis of energy consumption/cost; and using tact and influence in negotiating due diligence activity with authorities.
