Placement into the cadre is no guarantee of placement into a management assignment. Selectees may be temporarily promoted without further competition or regard to the 120/180 day restriction. Cadre members will receive developmental activities and training that will provide the employee with increased proficiencies and leadership competencies. Vacancies will be filled in the following specialty areas: Taxpayer Services Service Centers Kansas City Submission Processing Department Manager typically perform such duties as: Define business goals, develop work plans and set short and long term priorities to be accomplished by subordinates. Direct, coordinate and oversee work plans through subordinate managers and supervisors. Assign work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate program implementation and effectiveness. Provide guidance, advice, counsel or instruction to subordinates in resolving administrative and on technical problems. Manage relationships with functional executives of IRS operating divisions within the area serviced, officials of other agencies, and in advising management officials of higher rank. Develop performance standards and evaluate work performance of subordinate supervisors and managers; Serve as the reviewing official on evaluations and performance recognition or disciplinary actions of non-supervisory employees rated by subordinate supervisors. Manage and resolve group grievances, employee complaints and/or other issues elevated to the second level. Make decisions and/or approve expenses on routine and/or non-routine, costly or controversial requests and/or personnel related actions (e.g., selection, training, promotions). Serve as a coach and/or mentor to subordinate managers and/or employees on an ongoing basis, tailoring the emphasis based on the particular needs and background. Initiate ways to improve efficiency of the department and increase the quality of the work directed; Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices. Managerial assignments covered by this cadre are in the 0340 series. Assignments will be made at the IR-02 levels. Cadre members may be placed in a temporary Department developmental managerial positions on an as needed basis. While in this program, if the applicant becomes eligible for a higher grade they may receive a temporary promotion to the higher grade without further competition. Requirements Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD99341 Visit the IRS SPD Library to access the position descriptions. Cadre length is for a designated term of 3 years and will not be made permanent. Cadre members may be given temporary assignments (temporary promotions, details) to management positions for the time frame specified in the announcement. Once the cadre time frame expires, you must reapply to be considered for future cadre position(s)/announcement(s). You will remain in your home position and grade until a management assignment becomes available and is offered to you. You will be returned to your home position and grade upon completion of each assignment. You will participate in managerial training and developmental activities. You will remain in your current duty location. Cadre positions will be located in Kansas City, MO. Moving expenses for cadre positions will not be authorized. Employees must have at least a fully successful rating on their current annual appraisal in order to compete for the Cadre. Cadre members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the 3 year membership. If performance during a managerial assignment warrants removal from the position, you will be subsequently removed from the Cadre and returned to your former position. If you are the subject of a disciplinary and/or adverse action or impeding disciplinary and/or adverse action while serving you will be removed from the cadre. Employees selected into the program must update their Supervisory Availability information on an annual basis. Current cadre members Supervisory Availability forms will be emailed for updating. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Qualified applicants will be ranked in accordance with the MSP procedures. You must meet the following requirements by the closing date of this announcement: DEPARTMENT MANAGER BASIC REQUIREMENTS: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience must include: Experience applying management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience in compliance programs, work functions and staff hour planning methods and techniques in order to initiate, plan, organize, direct and manage the functions and employees of the operation; Experience with work systems and processes which affect assigned functions and decisions concerning workflow, production and quality; Experience in budget and fiscal methods used in establishing and maintaining an organization, (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers; and Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Additional Information Management will initiate temporary promotions for assignments with a term of one full pay period or more. The cadre participant must meet the "specialized experience requirements" by the closing date of the announcement to qualify for a promotion. As opportunities become available, participants who compete for the program can be temporarily promoted non-competitively to any PD identified as part of the program, without regard to the 120 to 180-day temporary promotion restriction. It is your responsibility to apply for another cadre, if you wish, at or near the end of the time period. Renewal in another cadre is not automatic or guaranteed. Must be a U.S. Citizen or National. This is a non-bargaining unit position. Alternative work schedule, staggered work hours or telework may be available. Must meet IRS telework eligibility requirements. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.; Mid Shift - Start and stop times between 10:00 a.m. and 8:30 p.m.; Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m.; Night Shift - Start and stop times between 6:00 p.m. and 6:00 a.m. Subject to a 1-year supervisory or managerial probationary period (unless already completed). May be required to file a Confidential Financial Disclosure Report within 30 days of selection and annually from then on. Must successfully complete a (high or moderate) risk background investigation, including the FBI criminal history record check.
