National Archives and Records Administration Management Assistant in Kansas City, Missouri

Summary This position is part of the National Archives and Records Administration, Field Support Office-Kansas City. Incumbent will provide managers and other staff with support to further advance the performance of local programs and operations. Specifically, incumbent will assist and provide back-up to the Administrative Officer (AO) or Field Support Specialist (FSS) performing a variety of administrative management services and duties as direct assistance to management. Responsibilities The following are the duties of this position at the GS-07. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As a Management Assistant, you will: Develop and implement new systems or administrative processes to ensure effective, timely accomplishment of duties throughout the organization. Determine effectiveness of administrative processes and uses considerable judgment in correcting inefficiencies. Prepare charts, graphs, or narrative summaries for management or program analysis reports from material provided by higher-level employees. Suggest changes to operations or improvements within existing policies. Identify and refer serious problems or questions, requiring detailed analysis or extensive database modification, to the AO/FSS or appropriate management official. Assist AO/FSS in developing financial plans, budget estimates, narrative and statistical reports and other reports requested by national and regional management staff. Assist AO/FSS in performing budget administration functions. Ensure accuracy of a variety of automated reports: NAR Daily Transactions; NAR Status of Funds, NAR Open Obligation Line History; Ensure all accounts in each budget activity are properly charged, reviews budget and accounting reports to ensure accuracy, performs data entry, etc. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. A one year probationary period may be required. Must successfully complete a background investigation. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-06, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Establishing and maintaining office files; AND Relaying Help Desk assistance and administrative problems; AND Using automated systems to make travel arrangements; AND Using office computer program, such as Excel, Word or PowerPoint, Google. For the GS-05, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Establishing and maintaining office files; AND Using office computer program, such as Excel, Word, or PowerPoint; Google; AND Clerical experience handling various types of documents and databases in order to meet deadlines. OR EDUCATION: You may substitute education for experience as follows: 4 years of study above high school from an accredited business, secretarial or technical school, junior college, or university. OR COMBINING EDUCATION AND EXPERIENCE: You may qualify with a combination of specialized experience and education. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The total percentage of education and experience combined must equal at least 100 percent to qualify. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-06, you must have been at the GS-05 level for 52 weeks. For the GS-05, you must have been at the GS-04 level for 52 weeks. Advancement to positions up to GS-5: Candidates may be advanced without time restriction to positions up to GS-05 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
