Responsibilities Prepares cost estimates through various phases associated with construction of civil works, military and environmental projects. Uses historical data, tentative sketches and/or plans and specifications furnished by other elements to develop cost estimates. Works with designers in developing different options for value engineering studies. Attends conferences and makes field trips to gather information. Advises project personnel on matters pertinent to construction costs and methods. Performs research, locates sources of information, and complies reference material to assist in developing estimates for new construction methods and unconventional criteria. Maintains liaison with the various resident offices and answers technical questions related to the preparation of estimates for contract modifications. The duties of this position lead to the full performance level of GS-12. Incumbent may be appointed at any grade level below GS-12 (depending on qualifications). If selected at the lower grades, the incumbent may be non-competitively promoted to the next higher grade in succession up to the GS-12 grade level upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level.
