POSITION DESCRIPTION 477 Plan Manager

INFORMATION Department: Tribal Operations Location of Work: Juneau Salary Grade(s): 12-14/Exempt Hours of Work: M-F, 8:00 am - 4:30 pm Employment Category: Regular, Full-Time

PURPOSE The Tlingit and Haida 477 Plan Manager will excel as a visionary leader to champion our Public Law 102-477 (477) Program. This program unlocks federal resources to fuel economic development by empowering tribal citizens through workforce development and job training initiatives. As the Tlingit and Haida 477 Plan Manager, the incumbent is responsible for oversight of 477 plan documents and reporting to ensure integrated programs and services for Tlingit and Haida.

ESSENTIAL FUNCTIONS

  • Program Coordination: Further develop and manage a comprehensive 477 plan aligned with Tribal goals, ensuring seamless implementation and impactful reporting.
  • Strategic Planning: Craft a Strategic Vision inline with Tlingit and Haida goals and objectives defined for the 477 program(s).
  • Harness Federal Resources: Identify and integrate relevant federal programs, fostering strong collaboration with the BIA and other partners to secure funding.
  • Compliance: Ensure compliance with all federal regulations and requirements related to the implementation and delivery of integrated programs under Public Law 102-477.
  • Financial/Budget Management: Manage the budget for integrated programs, including monitoring expenditures, preparing and maintaining financial reporting, and ensuring fund allocation compliance.
  • Data Management and Reporting: Oversee the collection, analysis, and reporting of program data to track outcomes and measure effectiveness of integrated programs under Public Law 102-477.
  • Leadership/Drive Client Success: Support program staff and collaborate with 477 program managers to implement strategies that increase client participation and enhance employment outcomes.
  • Maximize Program Efficiency/Performance Improvement: Support managers in identifying opportunities for program improvement and implementing changes to enhance service delivery and outcomes.
  • Communication: Facilitate effective communication within Tlingit and Haida and with external stakeholders, including regular updates, meetings, and presentations to ensure transparency and accountability.
  • Champion Tribal Interests: Advocate for the Tribe's needs in negotiations with federal agencies and other partners.
  • Build Strong Relationships: Cultivate collaborative partnerships with tribal leadership, community stakeholders, and employers.

NECESSARY SKILLS AND KNOWLEDGE

  • Proficiency in Microsoft Office Suite and program-specific software (a plus).
  • Demonstrated professionalism in all interactions both internally and externally.
  • Culturally sensitive with a commitment to tribal self-determination.

MINIMUM QUALIFICATIONS (education, experience, skills)

  • Bachelor's degree in Public Administration, Business A ministration, Workforce Development, Tribal Governance (or a related field) preferred.
  • Minimum 5 years of experience in employment, training and related services program management, ideally in a tribal context.
  • Proven track record in workforce development and job training programs.

UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
