Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary:

The BIM Manager will liaise with both internal and external stakeholders and will serve as the custodian of the RCJ Common Data Environment (CDE), which is the common data repository (single source of truth) for Work In Progress (WIP) project information generated by engineering and construction teams through all phases of project delivery. The BIM Manager is one of the more critical roles in a BIM program, for they oversee the foundational collaboration application that allows for creation, modification and sharing of project information in real time. They will be key in educating, training and supporting the in-house engineering and construction teams and contractors in the use of the CDE and align/coordinate with Document management team. The BIM Manager role is responsible for lifecycle information management using the CDE following the ISO19650 standards, configuration management and Q/A & Q/C of BIM information.

Major Responsibilities:

  • Develop and review the project BIM strategy, requirements, and BIM Execution Plans (BEPs)

  • Ensuring coordination of BIM activities (i.e. coordinate systems, standard templates, clash management, design review, etc.) are shared and complied to among the design subcontractors

  • Provide BIM production support to project teams, champions maintenance of the Common Data Environment (CDE), model federation and interference management, quality checking deliverables (3D/2D), model coordination and deliverable generation to satisfy project BIM uses

  • Maintains the project Exchange Information Requirements for flow-down to the supply chain

  • Training of project delivery team on the CDE (ProjectWise) and associated BIM workflows to support the delivery of the project key processes and deliverables

  • Conducts regular Assessments to review the implementation of the BEP and compliance to the project execution strategy, capture Lessons Learned and seek opportunities for improvement

  • Serves as a liaison between customer RC, delivery team and IT for resolution of BIM related issues

  • Performs and manages the work in accordance with relevant Project Procedures and information requirements (EIR/AIR/PIR)

  • Create standard processes for the preparation of model based design quantity take-offs, enables construction quantity reporting processes and forecasting

  • Supports design and construction reviews and coordination and manages issue/action logs

  • Visits job sites to facilitate BIM discussions and execution

  • Provides operational support to BIM coordinators, including the BIM Lead(s) at 3rd Party engineering consultants, design firms and/or subcontractors

  • Participates regularly with off-project functional BIM team for training and development, knowledge sharing, management and lessons learned

  • Develop processes to integrate BIM/3D models with schedule to generate 4D simulation of construction sequence and Quantity Take-off Templates for construction progress tracking and reporting.

  • Ensures the project meets the information requirements, and industry wide standards (i.e. ISO19650)

  • Capture lessons learned and manage the implementation improved workflows

Education and Experience Requirements:

  • BS in Engineering, Construction Management with 15+ years of experience in project delivery or MS in Engineering, Construction Management with 13+ years of project delivery experience

  • Minimum 5 years’ experience as BIM/CAD Manager/BIM lead leveraging or managing technology in design and construction

  • Possesses strong communication skills and the ability to relay BIM/CIM and technology solutions to engineering and construction professionals. This includes facilitating meetings with project management & client-facing presentation

  • Developing/Enhancing, communicating and institutionalizing standardized BIM workflows to the project stakeholders and subcontractors (e.g., Design, Construction, and Project Management)

  • Develop standard workflows for inter-operability between BIM/CAD with GIS to support construction &, safety, sustainability and permitting processes

Required Knowledge and Skills:

  • Proficiency in AutoCAD, Revit and Civil3D

  • Previous experience in developing project BIM templates, standards & classification system, class libraries and master data model on large scale projects

  • Working knowledge and proficiency with collaboration and data management solutions: iTwin, Navisworks, Synchro, 3D/BIM-enabled quantity takeoff and BIM-enabled estimating tools (Assemble, CostOS, etc)

  • Knowledge of Design-Bid-Build, Design/Build, Integrated Project Delivery (IPD), LEAN and other modern contractual delivery methods

  • Understands project workflows from design, estimation, construction administration and coordination

  • Collaborates well in a team environment

  • Ability to manage priorities and take on additional evolving responsibilities

  • Knowledge of CDE platforms such as ProjectWise, ACC/BIM360

  • Excellent communication and interpersonal skills to explain digital transformation and digital solutions and technologies to all levels of the organization

  • Ability to work within a culturally diverse organization, recognizing and respecting differences

  • Ability to problem solve, especially in an integrated project delivery environment, applying industry best practices

  • Self-motivated individual with outstanding leadership skills and the ability to influence without authority

  • Strong leadership skills and proven ability to lead a team effort & make independent decisions and a good trouble shooter

  • Capacity guide and train engineering and construction staff
