Essential Job Functions:

  • Provide direct oversight to crisis stabilization program, ensuring adequate staffing and training for Residential Coordinator, Behavioral Health Technician/Associate Counselor, Behavioral Health Technician and Medical CSS in accordance with licensing standards and approve staff leave requests in a manner that anticipates program needs.

  • Ensure that Behavioral Health Technicians/Associate Counselors are assigned to cases and participate in discharge/transition planning and clinical staffing.

  • In collaboration with Clinical Director and Clinical Supervisor, ensure staff are trained in positive behavior management model.

  • In collaboration with Clinical Director and Clinical Supervisor, ensure the group curriculum schedule is incorporated into the program.

  • In collaboration with Clinical Director and Clinical Supervisor, ensure program has quarterly all staff meetings for ongoing communication/training of all staff.

  • Complete weekly walk through and video footage review to ensure safety and quality supervision to clients served.

  • In conjunction with Clinical Director, develop strong working relationships with community partners and potential new referral resources.

  • Ensure that orientation, education, referral, and record keeping functions are completed and participate in team planning.

  • Co-facilitates weekly/monthly/quarterly staff meetings with Clinical Director and/or Clinical Supervisor.

  • Monitor and follow up, if needed, with all crisis calls occurring outside of program hours.

  • Respond to community and/or client feedback/suggestions informing appropriate departments, including Clinical Director and Vice President.

  • Provide oversight for billable services, completing weekly checks on Behavioral Health Technicians/Associate Counselors staff productivity to ensure that services rendered are appropriate and clinically justified.

  • Monitor progress notes for thoroughness and completeness. Conduct monthly audit for documented services of Behavioral Health Technician/Associate Counselor and Behavioral Health Technician activities ensuring that State Regulatory/CARF standards are being maintained as well as monitoring compliance with program and agency Quality Improvement Indicators.

  • Complete employee evaluations in a timely manner to assess staff competencies. Provide clinical direction and supervision to all assigned staff, and identify performance strengths and weaknesses.

  • Perform corrective coaching in a timely and effective manner and maintains weekly supervision records as well as individualized training plans.

  • Ensure that orientation, in-service training and continuing education for staff members are met and that staff members receive training necessary to improve working knowledge of designated job duties to enhance service provision.

  • Ensure that all policies and procedures are being implemented to guide and support the provision of services provided. Recommend any policy and procedure changes to assigned Vice President.

  • Secure appropriate referrals from other service providers while ensuring that the program is making appropriate referrals to other agencies.

  • Under the Vice President’s guidance, in coordination with the Clinical Director, will work to establish effective working relationships with other agencies in the communities served. Participate in selection of off-site resources for needed services not provided by the program, informing other agencies about the services offered by PFH.

  • Coordinate services and collaborate with outside agencies to provide comprehensive services to the client and client’s family when needed.

  • Other duties as assigned by Executive Team Member.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of case management and rehabilitation methods, principles and techniques as they relate to behavioral health services.

  • Knowledge of the policies, procedures, and regulations of the program to which the employee is assigned.

  • Detailed knowledge of the problems encountered by persons with substance abuse in residing in the community and how to access the various community resources available.

  • Considerable knowledge of the methods and modalities as well as the legal requirements and court procedures related to treating mental illnesses and substance abuse.

  • Aptitudes to develop, coordinate, and evaluate services within assigned program responsibilities.

  • Capability to communicate ideas clearly and effectively to produce clear and concise reports.

  • Ability to engage community partnerships and relationships for continuity of care.

Experience and Education Qualifications:

  • Graduate from an accredited college or university with a Master’s Degree in social work, counseling, psychology, psychiatric nursing, or a closely related field, who has at least one (1) year professional experience in behavioral health. Experience in treatment of substance abuse is preferred;

    OR

  • Graduate from an accredited college or university with a Bachelor’s Degree in social work, counseling, psychology, psychiatric nursing, or a closely related field, who has at least two (2) years professional experience in the treatment or rehabilitation of substance abuse: AND

  • Demonstrated competencies in the areas of supervision and in behavioral health. Experience in treatment of substance abuse is preferred; by virtue of experience and/or training.

Supervisory Requirements:

  • Provide leadership and guidance to all aspects of rehabilitation work.

  • Take an active role in monitoring the identification, development, and execution of strategic objectives.

  • Involve, as appropriate, all employees in order to achieve goals.

  • Effectively communicate to employees any changes and news worthy events within the department or company to all employees to ensure practice.

  • Handle difficult personnel situations directly, using appropriate discretion and Human Resource advice to show respect for the individual

  • Champion change and effectively manage the implementation of new ideas.

  • Reinforce team approach throughout functions; support and solicit input from team members at all levels within the company.

  • Add some language about interacting with community members, developing collaborative relationships, etc.

Employment Requirements:

  • Must provide evidence that incumbent is free of infectious and contagious disease, such as TB, prior to beginning employment and annually thereafter. – expected for all direct care staff, but mandatory for RCF staff.

  • Successful completion of background check including criminal record, driving record and abuse/neglect.

  • Completion of New Hire Orientation within 30 Days of employment.

  • All training requirements including Relias Learning within two (2) weeks of employment and annually thereafter.

  • First Aid certification within thirty (30) days of beginning employment and upon renewal date.

  • Obtain CPR certification thirty (30) days of beginning employment and upon renewal date.

  • Behavioral Management training completed within thirty (30) days of employment or first available class after start date:

  • CPI for Residential programs

  • Peaceful Intervention or Verbal De-escalation for Outpatient programs

  • Completion of “Direct Service Expectations” within 30 Days of employment.

  • Achievement of thirty-six (36) hour training requirements within 2 year period in accordance with 9 CSR 10-7.110 E 1.

  • Valid driver’s license in state of residence with an acceptable driving record.

Physical Requirements:

ADA Consideration - Light work: Exerting up to 20 pounds of force occasionally (exists up the 1/3 of the time) and/or up to 10 pounds of force frequently (exists 1/3 to 2/3 of the time) and/or a negligible amount of force constantly (exists 2/3 or more of the time) to move objects. FOR Children's Res Treatment:

Essential Job Functions:

  • Manages the total operation of the Residential Facility by ensuring compliance of day-to-day program operations, including implementing and/or overseeing a system of safe practices; following clients' therapeutic treatment plans, ensuring physical site safety, and preparing for inspections

  • Oversees compliance with all regulations relating to individuals' programs, and adherence to assessment/ treatment/ discharge steps for the children served

  • Oversees clinical supervision of the Residential program and staff, including but not limited to evaluating all new admissions and reviewing all admissions packets; and monitoring the accuracy and quality of client files in order to meet regulatory compliance and ensure quality client care

  • Works closely with the Executive Leadership Team in the Residential program expansion, refining existing services including the design of therapeutic technology to further ensure the quality of client care by developing state-of-the-art residential option designs and supportive living arrangements

  • Oversees regulatory components of medical services provided and oversees psychiatric services to ensure quality of care

  • Works with interdisciplinary team members to maximize a proactive resident-centered program, conducting meetings with the interdisciplinary team as appropriate to discuss ongoing client care

  • Facilitates crisis management situations, as appropriate, through consultation with the clinical team to de-escalate behaviors, determine if hospitalization is needed, and to determine whether enhanced staffing is needed (e.g. one-to-one support)

  • Coordinates program quality assurance functions with division quality improvement staff to monitor compliance with all licensure, certification, and other standards to ensure program compliance and quality of client care

  • Conducts evaluations of incidents and fact findings as required, developing and implementing plans of correction regarding licensure, certifications, and other monitoring reports (e.g. insurer reports, reports to the Missouri Children's Division)

  • Ensures all safety codes are followed and enforced in compliance with all licensure, and other regulatory standards to ensure quality of care

  • Interfaces with county and state agencies as well as managed care organizations (MCOs) through in-person meetings, telephonically, and via electronic mail to review and discuss complicated cases with the objective of ensuring quality client care

  • Coordinates and follows through on all special projects regarding the marketing of this program

  • Assumes primary budgetary and financial management responsibilities for the program, in collaboration with finance staff, to ensure fiduciary responsibility of the program

  • Provides supervision of assigned staff in the areas including, but not limited to, recruitment; selection; leadership; coaching; training in evidence-based treatment model and methods and ensuring that staff comply with all other training requirements; performance management; promotion; discipline; and termination

  • Other duties as assigned

  • Demonstrated intermediate experience with Microsoft Office application including Word, Excel and Outlook

  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record

Experience and Education Qualifications:

  • Bachelor's degree with four (4) years experience in humans services OR Master's degree with two (2) years experience in human services

  • Five (5) years supervisory and fiscal management experience in mental health

  • Knowledge and experience in clinical program design and evaluation for behavioral health populations

  • Five (5) years in the behavioral health field including experience in Applied Behavioral Analysis and Residential Treatment Facility program management

Supervisory Requirements:

Supervision of residential program staff.

Physical Requirements:

Requires sitting, standing, bending and reaching. May require lifting up to 25 pounds. Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, calculators, the telephone and other office equipment. Requires normal range of hearing and vision.
