Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-05/06/07 HUMAN RESOURCES ASSISTANT (TITLE 32), Position Description Number D1047000 in SPMD 172D and is part of the MO Directorate of Human Resources. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position. Responsibilities Processes a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards. Provides technical assistance in the area of recruitment and placement. Participates in the execution of the merit placement/promotion program. Assists classification specialist by performing job audits and making classification determinations on a variety of clerical and technical occupations. Provides technical assistance in executing the employee relations program. Provides specific advice and guidance to supervisors, managers and employees on a variety of employee relation's matters, to include resolving minor employee problems. Conducts fact-finding investigations, researches pertinent guidance to assist in problem resolution, and responds to inquiries regarding requirements of proposed actions. Explains provisions of employee benefits and services programs, to employees and supervisors on matters relating to Workers' Compensation such as determination reassignments and light duty. Provides assistance to the Human Resources Development Specialist. Assists in planning and developing courses based on the needs of the organization and workforce. Advises employees and supervisors on available training, determining the appropriateness and effect of the proposed training career development or career enhancement. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Enlisted: MOS 36B or 42A Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess clerical or administrative experience or training which demonstrates your ability to perform the duties of the position' and experience using computer and automation systems. GS-07 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience in interpreting and analyzing regulations, policies, and procedures relating to a wide variety of civil service human resources specialties to provide advice or counseling to employees and supervisors. The specialized experience must demonstrate your ability to adapt and interpret guides and use sound judgment in completing personnel actions and in resolving issues. Experience which demonstrates your ability to use a variety of automated personnel systems and programs. Experience which demonstrates your ability to communicate both orally and in writing sufficient to develop and present materials to management and employees to gain acceptance and understanding of findings and recommendations. GS-06 SPECIALIZED EXPERIENCE: Must possess 9 months of specialized experience in one or more areas of human resources personnel operations; experience making person-to-person contacts to explain regulatory, procedural and policy requirements; processing transactions of an unusually complicated nature such as regulatory and procedural problems; and preparing reports using data from various government source documents and according to prescribed guidelines. GS-05 SPECIALIZED EXPERIENCE: Must possess 6 months of specialized experience in one or more areas of personnel operations; experience making person-to-person contacts to explain regulatory, procedural and policy requirements; processing transactions of an unusually complicated nature such as regulatory and procedural problems; following oral or written instructions to accomplish work; establishing and retrieving files and information; and experience using common computer software designed for word processing. Education If you are using Education to qualify for this position at the GS-05 grade level, you must possess 3 academic years of education in an accredited college or university and at least 90 semester hours of study. You must provide transcripts or other documentation to support your Educational claims.
