SUMMARY :

Responsible to assist the Engineer in the proper utilization, construction and maintenance of the DC Power Substations, associated Motor Generator locations and the Supervisory Control and Data Acquisition System (SCADA), so that the LIRR has a safe and reliable electrical Power System. Coordinate daily maintenance and construction activities with various Engineering department disciplines (i.e. Signal, E.T., Communications, B&B and System Operations), Utility Companies (i.e. Con Ed, PSEG), and outside vendors so as to minimize interruptions of service. Incumbents in the level II title shall oversee field forces performing repairs, maintenance and construction. The Assistant Engineer Substation Level III is responsible to determine when new procedures need to be implemented and ensure they are consistent with existing policies and procedures. Responsible to aid in the development of subordinate employees.

RESPONSIBILITIES:

Responsibilities may include but are not limited to:

  • Assist the Engineer with overseeing the maintenance of 104 distribution substations, 26 motor generator locations and the central SCADA system. Implement system modifications of various substation and SCADA equipment due to new construction and system improvements. This includes developing and modifying PLC code to meet the infrastructure’s requirements.

  • Review construction drawings and submittals for accuracy and completeness. Prepare and administer Substation budget and establish manpower requirements. Comply with design guidelines and maintenance practices. Meet corporate goals for on-time performance.

  • Coordinate LIRR and Utility (Con Edison/PSEG) activities.

  • Maintain/Update the SCADA hardware/software applications. Responsible to develop, modify, and maintain PLC programs to meet the infrastructure’s requirements.

  • Coordinate Substation and SCADA maintenance and construction tasks with other departments.

  • Direct and manage the installation and testing of new technologies and methodologies including MPR relays and reactors. Inspect 3rd rail identifier items, run cable to energized tracks, energize third rail switches., and ensure the (RTW) is clear. Inspection, construction, maintenance or repair of 3rd rail systems, roadway facilities or roadway maintenance machinery on or near track or with the potential of fouling a track, and flagmen and watchmen/lookouts as defined in 49 CFR 214.

  • Order material for replacement parts and new projects. Evaluate alternate material, test and implement improvements.

  • Administer monthly labor documents and material usage reports. Apply the applicable Labor Agreements consistently and uniformly. Interpret work rules. Assist the Engineer in handling grievances in section, relative to the existing contract. .

  • Oversee Power related mark-outs and the testing/maintenance of electrically operated switches. Oversee the testing of protective gloves, mats and blankets.

  • Direct new Central Safety Program for employees. Ensure the workplace, tools, vehicles & equipment is generally safe for the maintenance forces.

  • Select develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure compliance with Absence Control Policy, employee overtime, consumption bills.

  • Perform all other assignments at the request of senior management.

    QUALIFICATIONS:

    Level I

    (A)

  • A Bachelor’s Degree in Electrical Engineering, Computer Science or related field OR must be actively pursuing a degree. Additional four years of demonstrated, directly related, equivalent experience may be considered in lieu of the degree,.

  • Must possess recent related experience (approximately 2 years) in power system construction and maintenance; or successful completion of the Junior Engineer’s training program.

  • Must possess working knowledge and understanding of electrical power distribution, generation, frequency conversion, high voltage protection systems including testing, calibration and personal safety practices, basic SCADA, and process control functionality.

  • Must possess a working knowledge of Programmable Logic Controllers (PLCs), relay logic, solid state circuitry, and communication networking.

  • Must be proficient with PLC and HMI programming with at least 1 year of direct programming experience.

  • Must be self-motivated with the ability to provide solutions to complex problems.

  • General knowledge of Project Management skills including preparation and monitoring of budgets, estimates, and schedules for major activities.

  • Strong computer skills including Microsoft Office Suite and good understanding of databases.

    (B)

  • Prior supervisory experience.

  • Knowledge of Engineering operations.

  • Knowledge of Engineering and Power Department principles and practices.

  • Knowledge of company policies and procedures.

  • Familiarity with union agreements.

    Level II

    (A)

  • Must possess ALL required qualifications listed above for a Level I.

  • Recent related power experience as a Gang Foreman or a minimum of five (5) years’ experience in power system construction and maintenance. Ability to communicate ideas, motivate employees, and work effectively with all levels of management.

  • Must possess strong leadership and organizational skills with the ability to manage/supervise office and/or field personnel.

  • Proven ability to complete tasks accurately and on-time.

  • Strong knowledge of applicable union agreements.

  • Understanding of interaction between Engineering and other Railroad disciplines.

    (B)

  • Understanding and execution of company policies and procedures.

    The Assistant Engineer II position also requires the following minimum requirements if elevated from Assistant Engineer I position:
  • Recommendation from the Section Head and approval of the Chief Engineer.

  • 3.0 out of 5 or better on two consecutive performance appraisals.

  • Completion of 50% of MECC classes.

    Level III

    (A)

  • Must possess ALL required qualifications listed above for a Level I and a Level II.

  • Must possess progressively recent related experience (approximately 8 years) in power system construction and maintenance.

  • Must possess recent related experience managing/supervising office or field personnel in a union environment.

  • Demonstration of broad, diverse experience specific to electrical power distribution, generation, frequency conversion, high voltage protection systems including testing, calibration and personnel safety practices, basic SCADA and process control functionality.

  • Recent, demonstrated experience with budgets, estimates, and schedules for major projects/activities.

  • Must possess effective problem solving, strong analytical decision-making and computer skills.

  • Must possess a strong familiarity with the Electric Traction discipline including: Hi-Tension, Third Rail, and Electric Light & Power.

  • Working knowledge of interaction between Engineering and other Railroad disciplines.

    (B)

    The Assistant Engineer III position also requires the following minimum requirements if elevated from Assistant Engineer II position:
  • Recommendation from ACE and approval of the Chief Engineer.

  • 3.0 out of 5 or better on the most recent performance appraisals.

  • Completion of MECC classes.

  • Consistent compliance with safety regulations and ensure the safety of those around them.
