Job Description

HII is looking for a Tactical Data Analyst located at Naval Air Station Jacksonville in support of the Undersea Warfare Tactical Training Range for NITE (Navy Integrated Training Environment). Proactively communicates with individual squadrons to ensure link connectivity in every flight and troubleshoot as required during training evolutions. Accomplishes assigned tasks independently in accordance with overall project objectives and requirements. Responsible for the operation and maintenance of the Tactical Data Link (TDL) system. Provides technical guidance to lower-level technicians. Serves as the primary point of contact for all questions related to operational and interoperability issues. Utilizes all functionality of JRE/LMMT in order to meet specific training event requirements. Through the Contract Site Manager, coordinates with and trains designated range personnel in the daily operation of TDL equipment. Coordinates TDL settings with all training network participants. Supports tactical data link design in validated operational requirements to include cost analysis, optimization studies, engineering studies, integration, and installation. Works with the engineering department for capability improvements and with configuration management to maintain and document TDL baselines. Works closely with Government and military officials. Additionally, the position requires flexibility to work occasional non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements

Essential Job Responsibilities

Analyzes and provides recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives. Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to main the capabilities of a force. Compares, analyzes and evaluates the relative merits of program designs and alternatives. Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or Force XXI activities, to system design and development. Assesses the impact of programmatic and technical options on stated user requirements and doctrine. Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.

Minimum Qualifications

  • 5 years relevant experience with Bachelors in related field OR

  • 3 years relevant experience with Masters in related field OR

  • 0 years experience with PhD or Juris Doctorate in related field OR

  • High School Diploma or equivalent and 9 years relevant experience.

  • Must hold a current Secret clearance

  • Formal classroom education equivalent to Navy "C" School or vocational school. Formal training in the field of electronic equipment maintenance

  • Military or Civilian training in tactical data and information links

  • JT-101 Link 16 Joint Interoperability Course, JT-102 MULTI-TDL Advance Joint Interoperability Course (MAJIC)

  • COMSEC and courier training

  • Simple Key Loader Training (SKL)

  • Formal training in tactical data and information links

  • Multiple Tactical Data Link experience (Link-11, Link- 16, etc.)

  • Joint Range Extension (JRE) operations experience

  • NAVEDTRA 43462-2A KMI PQS

  • Must possess a valid state Driver’s License

  • 10 years of experience in tactical data and information links in the past five years

Preferred Requirements

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (Specialty Code 45-System Administration-Intermediate/Journeyman) and as a condition of employment, incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:

  • Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;

  • Participate in a continuous learning program as described in SECNAVINST1543.2. A minimum of 20 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor

  • Obtain and maintain current CPR/First Aid certification.

  • Operating System Training (Linux or Windows OS)

  • Multi-functional Information Distribution System (MIDS)

  • JRE

  • LMMT

  • ISS3

  • CMN-4

  • Link Management

  • Basic RF knowledge and Naval Approval/Waiver process

  • 5 years of experience in Navy Key Management Infrastructure - including working SKL’s

  • 3 years’ computer/electronic systems operations/maintenance in the following areas:

  • Digital/analog signal processing;

  • Video/audio signal processing and recording;

  • Communications (Network/multiplexer equipment, routers, fiber-optic, data encryption equipment);

  • Digital computer systems

  • Auto-transfer (UPS) equipment

Physical Requirements

  • May require working in an office, industrial, shipboard, or laboratory environment.

  • Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
