The Technology Solutions Department is actively seeking a Assistant Information Technology Officer-Finance Manager.

This position reports to the Director of Technology Solutions and is responsible for overseeing and managing the financial operations within the technology department of the City of Jacksonville. This role includes budgeting, projections, procurement, asset management, invoicing, billing, reconciliations, and ensuring compliance with relevant standards and regulations. Experience with GASB 96 and a CPA designation are preferred.

Examples of Work

  • Develops, manages, and oversees the Technology Solutions Department's budget.

  • Prepares financial projections and forecasts to support strategic planning.

  • Ensures accurate and timely invoicing, billing, and monthly/quarterly/annual reconciliation processes.

  • Oversees procurement processes for IT equipment, software, and services.

  • Manages asset records, ensuring accurate tracking and reporting of IT assets.

  • Ensures compliance with procurement regulations and policies.

  • Ensures financial operations comply with GASB 96 and other relevant standards.

  • Prepares financial reports and present findings to CIO and Senior Leadership Team.

  • Coordinates with internal and external auditors to facilitate audits.

  • Achieves timely and accurate financial and budget reporting.

  • Maintains budgetary control and identify cost-saving opportunities.

  • Ensures effective procurement and asset management processes.

  • Enhances financial processes and implement best practices and continuous improvement initiatives.

  • Leads and mentors a team of financial professionals.

  • Collaborates with IT, Budget Office and other departments to ensure alignment with financial goals.

  • Provides training and guidance on financial management practices.

  • Communicates clear direction, manages for results, and leads organizational change.

  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.

  • Performs other related duties as required.

Position Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.

  • Understanding of procurement processes and asset management.

  • Proficiency in financial software and tools.

  • Excellent analytical, organizational, and communication skills.

  • Proven leadership and team management experience.

  • Demonstrated experience in implementing and managing financial controls.

Preferred Skills:

  • Master’s degree.

  • CPA designation.

  • Experience with government financial management, particularly in technology departments.

  • Knowledge of GASB 96 and other relevant financial standards.

  • Prior experience working in a government agency or public sector.

  • Experience with lean initiatives and transformational projects is a plus (greenbelt preferred).

  • Knowledge of business continuity and disaster recovery financial management is desired.
