Your Specific Responsibilities:

This is managerial work directing the Environmental Laboratory Certification Program with the Bureau of Public Health Laboratories. Incumbent must exercise independent judgment in formulating or assisting in the formulation of policies and procedures. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Serves as Manager of the Environmental Laboratory Certification Program. Oversee inspectors who certify laboratories that test drinking water and environmental samples in accordance with F.S. 403.0625, 403.863 and 403.8635 and F.A.C. 64E-1. Designs workload schedules and certification rotations to ensure objectivity, maintain internal controls. Participates in inspections on random basis to ensure quality control.

Oversees the operational efficiency of the Environmental Laboratory Certification Program including timely certification of laboratories, issuance of recertification notices and collections of fees, monitoring of on-site assessment reports and regulatory action against deficient laboratories. Ensures F.A.C. is current and initiates changes when necessary. Coordinates with Department of Environmental Protection as required.

Performs other duties including but not limited to budget preparation, personnel administration, development of long-term goals and objectives and development and use of quality control measures to assure program accomplishments.

Performs other duties as required or assigned by management.

Required Knowledge, Skills, and Abilities:

Knowledge of rules and procedures for environmental certification of laboratories, Laboratory QC,

Supervisory practices, excellent writing and communication skills.

Knowledge of management principles and practices.

Knowledge of terminology, principles, procedures, techniques and equipment used in chemical analysis or testing.

Ability to manage a program of chemical testing or analysis.

Ability to supervise people.

Ability to determine work priorities, assign work and ensure proper completion of work assignment.

Ability to communicate effectively.

Ability to assess budgetary needs.

Ability to formulate policies and procedures.

Ability to solve problems and make decisions.

Qualifications:

Minimum - EPA Certification as Drinking Water Certification Officer in Microbiology and Inorganic and Organic Chemistry

Preferred - 5 Years of Experience.
