American Academy of Pediatrics Sr Health Policy Analyst in Itasca, Illinois

The American Academy of Pediatrics (AAP), the nation’s leading advocacy organization for children’s healthcare, is in search of specialized knowledge in health care financing, research, policy analysis, and medical liability/risk management. Reporting to the Sr Director, Child Health Financing Strategy, this role will research, develop, summarize, and direct the overall policy analysis, issue management, and compliance development for AAP initiatives in child health financing and payment including managed care, Medicaid, medical risk/liability, fraud and abuse, and key health regulations. In addition, this position will provide policy analysis and issue management for AAP initiatives for assigned strategic issues and policy development supporting state and federal advocacy efforts. Additionally, the individual in this position will serve as principal staff to the relevant committees in the content area of medical liability and risk management.

Some tasks include:

  • Monitor and evaluate healthcare policies and regulations that impact pediatric healthcare financing, particularly those related to Medicaid, Medicare, value-based care arrangements, and other government programs such as the Children’s Health Insurance Program (CHIP).

  • Conduct data-intensive analyses; and write reports to inform forecasts and policy discussions with internal and external stakeholders.

  • Evaluate and develop pediatric financing strategies that support the sustainability of pediatric healthcare services, integrating both fee-for-service and value-based care models to improve financial outcomes and care quality.

  • Track and analyze healthcare data, providing regular reports on pediatric service utilization, costs, and revenue trends, including outcomes from value-based care arrangements.

  • Participate in AAP advocacy efforts for children and families by synthesizing financing strategies and methodologies for financial modeling that support access to affordable, high-quality pediatric care.

  • Analyze opportunities to ensure accurate claims processing and maximize payment for pediatric healthcare services.

  • Perform cost-effectiveness analysis of pediatric healthcare interventions and treatments to improve financial efficiency.

  • Serve as principal staff to the Committee on Medical Liability and Risk Management (COMLRM) including assuming direct responsibility for the development of all background information and meeting materials, as well as the implementation of action items.

  • Oversee the development of publications, (manuals, risk management seminars, and medicolegal curriculum for pediatric residents, etc.). Coordinate publishing/distribution components with AAP staff and outside funder (if applicable).

  • Develop ideas, identify authors, collaborate, write and edit monthly AAP News “Pediatricians and the Law” columns.

  • Facilitate online review of AAP draft policies and outside policy documents seeking endorsement as AAP policy to mitigate medical liability implications for members.

  • Guide committees in the development of AAP policy in the areas of medical liability and risk management. Facilitate adoption of AAP policies by developing resource materials, technical papers, testimony, handbooks, and/or articles.

  • Provide members with technical assistance on compliance with the Health Insurance Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health (HITECH) Act.

  • Perform other duties as assigned.

Qualified candidates will possess:

  • Bachelor’s degree in public health, public policy, health law, or related field required. Master’s degree preferred.

  • At least three years’ related experience with health care financing, research, policy analysis, and medical liability/risk management required, preferably in a medical association, hospital, or payer setting. Experience with proposal preparation and project management skills preferred.

  • Excellent analytical, critical thinking, diplomacy, organizational, and written/verbal communication skills required, as well as an ability to review and summarize government regulations and health law and translate and communicate AAP children’s healthcare financing policies to various stakeholders. Must be able to work both independently and as part of a team, take initiative, manage multiple priorities simultaneously, collaborate effectively with our members and various internal and external constituents, work both independently and as part of a team, and maintain a positive and cooperative team-oriented work environment with a commitment to equity, diversity, and inclusion. Strong technical acumen essential with proficiency in Microsoft Office (especially Excel) and the ability to learn and apply new technologies; experience with virtual meeting platforms (e.g., Webex, Microsoft Teams) and document collaboration platforms preferred. Some travel and evening/weekend work required.

Hybrid working arrangement of 40% on-site at our Chicago suburb headquarters in Itasca, IL.
