Pakistan Building Resilience and Addressing Vulnerability to Emergencies (BRAVE)

Component 2: Institutional Strengthening

FCDO in Pakistan seeks to appoint a supplier to manage the implementation of the ‘Institutional Strengthening’ component of the BRAVE programme in Pakistan worth £18 million. Institutional Strengthening component will provide support to increase Government focus on mitigating and responding to climate-related shocks and stresses across relevant ministries and departments at all federal, provincial, and district levels. This work will focus on increasing the capacity of federal, provincial, and district government departments to manage, coordinate, budget, and implement climate resilience policy and practice.

The intended outcome of the institutional strengthening work is for approaches to climate resilience to be sustained in target districts, and the GoP applies evidence generated through BRAVE to scale up and replicate climate resilience activities in other districts. This will be demonstrated by the level of integration of resilience and climate change in national, sectoral, or institutional policy and planning as a result of the FCDO support (with corresponding budget allocations).

DAI seeks qualified candidates specialized in the following technical fields/areas:

  1. Team Leader

  2. Governance/PEA Expert

  3. Institutional/Organizational Development Expert

  4. Data Analysis Expert

  5. Data Resilience Expert

  6. Climate finance and Adaptation Expert

  7. DRR Expert

  8. Gender, Disability and Social Inclusion Expert

  9. Strategic Communication Expert

Additional skills in the areas of Project Management, Finance and Operations, and Monitoring and Evaluation are also sought.

Minimum Qualifications:

  • Advanced degree in a relevant field.

  • 10 years of progressive experience in one or more relevant technical areas applicable to BRAVE.

  • Prior work experience in Pakistan or the Region.

  • Experience leading or managing teams on donor-funded programs; FCDO experience preferred.

  • Fluent English language skills (oral and written).
