About the Department of Local Government Finance (DLGF):

The Department of Local Government Finance is responsible for ensuring property tax assessment and local government budgeting are carried out in accordance with Indiana law. The Department is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.  

Role Overview

The Budget Field Representative provides direct, frequent assistance to local government officials in preparing their annual budgets and securing compliance with the applicable laws and rules related to establishing and reviewing local government budgets, tax rates, and levies.

Salary Statement:

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Provide training to local government officials on budget procedures, debt procedures, additional appropriation process, establishment of cumulative funds, excessive levy appeals and other matters concerning local government finance.

  • Compile financial and historical data for the preparation of budget reviews including projected revenues, review annual financial reports, and ledger reports.

  • Coordinate with local officials to ensure timely reporting of various information and reports related to debt, TIF districts configuration, assessed values, and budgets.

  • Assist Budget Division Director in the development of manuals and training programs for local officials.

  • Must be able to quickly comprehend and administer changes in the law, rules, and regulations governing local government taxing, financing, and budgeting. This may include developing and providing training for local government officials.

  • Prepare, evaluate, and maintain administrative reports, policies, and procedures for different program areas.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Bachelor’s Degree in Accounting, Business, Economics, Finance or related field, or equivalent experience in local government finance, budgeting, taxation or related.

  • Effective communication skills.

  • Ability to convey complex concepts in understandable terms.

  • Knowledge of appraisal and accounting principles, theories, practices, and procedures.

  • Strong understanding of accounting procedures and the Indiana statutes that pertain to property tax administration.

  • Effective problem-solving skills.

  • Good working knowledge of local government functions surrounding the property tax system.

  • General knowledge of Indiana Code Titles 36, 8, 21, 20 and 6.

  • Ability to promote understanding and cooperation between the State of Indiana, local government officials, taxpayers and community leaders.

  • Ability to work with limited direct supervision and the ability to work independently to achieve good workflow and timely completion of assignments.

  • Working knowledge of computers, spreadsheets and word processing programs.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
