Idaho National Laboratory is hiring aRequirements Management Lifecycle Managerto work in our Business Management department. Our team works a 9x80 schedule located at our Idaho Falls EROB facility with every other Friday off. While living in the Idaho Falls area, hybrid work opportunities may be available.

The Requirements Management organization leads INL’s initiatives to develop and sustain a productive requirements management lifecycle.

You will report to the Director of Business Process Architect.

Responsibilities Include:

You will bring expertise in the management and oversight of the Requirement Management Program.

You will provide performance guidance on requirement management metrics and ensure all functional and program requirements owners are adequately prepared and resourced to manage their programs with success.

You will provide Program Leadership in Requirements Management.

• Develop strategy and leadership for the requirements management program.

• Support multiple teams of requirement owners with shared goals, accountability and ownership.

• Integrate governance, systems, people, and performance to achieve a requirements management effort that enables the R&D mission of the INL.

• Participate in contractor assurance programs, performance improvement programs, and document management programs, as related to requirements management.

• Be the connection between the Requirements Management team and the Prime Contracts organization, organizational Program requirement owners, and organizational Functional Requirement leads.

• Balance and provide guidance on DOE regulatory and policy requirements in a manner that mitigates institutional risk but also provides flexibility.

• Provide critical input to DOE relative to the Joint Directives Review Board (JDRB) and INL Operations Council requirements performance.

• Maintain focused relationships with DOE-ID, and Battelle managed labs and non-Battelle affiliated labs across the DOE complex on requirements management related topics and issues.

Be the subject matter expert in the Requirements Management lifecycle.

• Subject matter expertise in interpreting government regulatory guidance, contract clauses, and requirement implementations and effective ways to document the interpretation and impacts of contract requirements.

• Identify improvement areas, oversee program assessments, and execute corrective actions to further the requirement, content, and records strategies.

• Assure the review of requirements for impacts, implementation, and documentation.

• Knowledge of the federal acquisition regulations (FAR), cost accounting standards, Department of Energy (DOE) procedures, negotiations, and business ethics.

• Knowledge of Laboratory policies, DOE directives, management instructions, and acquisition practices.

Minimum Requirements:

  • Bachelor’s degree plus 12 years related experience in an Management and Operating (M&O) contractor environment OR Masters’ degree plus 10 years related experience in and M&O contractor environment.

    • Knowledge of the federal acquisition regulations (FAR), cost accounting standards, Department of Energy (DOE) procedures, negotiations and business ethics.

    • Knowledge of Laboratory policies, DOE directives, management instructions, and acquisition practices.

    • Proven ability to foster interface relationships with all levels of Laboratory management, all of the program requirement owners and functional requirement leads.

    • Proficiency in all areas of prime contract administration, including contract administration.

    • Familiar with the Requirements Management lifecycle and knowledge of industry best practices in Requirements management.

  • Salary Level: MR0200-Grade 220 ($124,368 - $211,596)
