This job will require you to design and deliver a new set of enterprise and end user-facing applications across a broad range of functional areas that This job will require you to design and deliver a new set of enterprise and end user-facing applications across a broad range of functional areas that will serve a vast community of users across the globe. You will design and develop a highly scalable digital government application that will deliver hundreds of services to hundreds of millions of residents. Experience with software architecture, cloud infrastructure, frontend/backend development, agile methodologies, and clean code principles is a must. We are a startup team with huge plans, a large vision, and a determination to move fast.

We are starting a new team in India, and you will be part of the journey to build a brand-new team and deliver a high-impact product. You will work with the rest of the development team in the US and Canada.

You will also apply your learnings from your experience, especially from your mistakes and the challenges you've faced - e.g. technical debt, developer productivity issues, troubleshooting and diagnosability issues, usability problems, performance issues, reliability challenges, etc. You and your teammates will bring a broad range of perspectives, experience, and knowledge to help build outstanding applications that will serve our community! You will be working with hundreds of specialists across Oracle in areas of Payments, CX, HCM, Digital Identity/Biometrics, Gen AI, Workflow/Process automation, etc. You will be building a 0-1 product that will change how governments operate and transform the lives of people.

Minimum Qualifications

1. BS or MS degree or equivalent experience relevant to functional area.

2. 3+ years of software engineering or related experience.

3. Strong system design knowledge and distributed systems architecture best practices

4. Knowledge of clean code principles and experience writing great code in Java or other OO languages.

5. Strong expertise in System Design, REST, SQL, and Data model design

6. Experienced in any of the computing platforms, such as OCI, AWS, GCP, or Azure

7. Experience with CI/CD

8. Hands-on experience working with incident management, monitoring, observability, and testing methodologies

Preferred Qualifications

1. Practical experience in building digital government solutions

2. Good understanding of authentication, authorization, and access control mechanisms

3. Working experience with different payment gateways

4. Development experience in any of these domains - HCM, Financials, CX, SCM

5. Experience with Gen AI and working with Data Scientists. You will be working very closely with our Data Science team to build Gen AI and business automation capabilities within our product. This is a high-priority area.

6. Worked in Agile environments and with Agile methodologies - We are an agile development team.

Responsibilities

You will

1. Work with Product managers to understand and refine requirements.

2. Build prototypes - we are at the very early stages with lots of unknowns. Quick prototyping to answer questions will help you make faster decisions and move quickly.

3. Think large scale - The applications you will architect and build will be used across the globe.

4. Build, Deliver, and Own applications - your experience with the entire software development lifecycle will come in handy.

5. Deliver increments in sprints - we will follow Agile development.

6. Do root cause analysis to improve the quality of the product, simplify the development process, and improve the developer productivity - think continuous improvement

This is a startup team building a suite of 0-1 applications. The success of this initiative will depend on your ability to collaborate with a broad range of teams, and your enthusiasm to assist others and manage ambiguity - Think low ego, high empathy, and bias for action!

Success Measures

1. In 3 months, you'll be fully onboarded and helped with completing a proof of concept for our new product.

2. In 6 months,

3. You will come up with a detailed design for this new product.

4. You'll be part of the team in deciding the right architecture, tools, frameworks, and processes to build, release, and support the product.

5. You'll have a working product that will be available for our demo to our early adopters.

6. 9 months - See our product go live
