Technical Strategic Advisor Subject Matter Expert/ SME

As a Senior Technical Strategic Advisor, you will play a critical role performing research, IC and T&E interviews, and policy reviews to provide situational assessments, actionable guidance, and analysis of alternatives to TETRA support, management, and leadership (Government and KBR). You will support our project managers and work closely with subcontractors, focusing on strategic planning and execution for TETRA Projects. This position is ideal for someone who is highly organized, highly experienced in cross technical disciplined domains, and thrives in a dynamic, fast-paced environment.

As Technical Policy and Procedures Subject Matter Expert you will be responsible for leading a team or supporting teams across multiple ongoing and new TETRA Modeling and Simulation (M&S) and Cognitive Electronic Warfare (CEW) studies in support of advanced and improved Operational Test and Evaluation (OT&E). Example studies include: a) Standardized Procedures for Threat CEW M&S V&V, b) Guidance on effective Use of digital twins in T&E VV&A, and c) Evaluation and Enchantment of the DOT&E I-Plan based on AI-Enabled Systems Under Test. Subject Matter Expertise and advanced capabilities in efficiently and effectively communicating technical and comprehensive advice on T&E and M&S policy and procedures and other technical guidance will be required. You will be responsible for leading or supporting interviews and meetings with the T&E and IC community with the goal of developing capabilities and gap assessments as well as new DOT&E and DIA policies, procedures, and guidance.

Key Responsibilities:

  • Facilitate communication and collaboration among project team members and stakeholders.

  • Schedule and set up meetings, ensuring all stakeholders are informed and prepared.

  • Provide expert advice and consultation to project teams on policy and procedural matters.

  • Provide expert advice and consultation to project teams on communicating and interviews with stakeholders including the T&E and IC communities.

  • Conduct stakeholder interviews to gather insights, requirements, and feedback on policy-related issues.

  • Act as a liaison between technical and non-technical stakeholders to ensure clear understanding and alignment.

  • Support development of policies, procedures, & guidance (including analysis of existing polices, identifying gaps due to emerging technologies, development of new guidance based on best practices and technical standard and regulations relevant to OT&E)

  • Offer solutions to complex policy issues and assist in the development of strategic initiatives.

  • Draft, review, and revise policy documents, procedures, manuals, and guidelines. (Ensuring that documents are clear, concise, and compliant with regulatory and organizational standards.)

  • Provide technical writing support to stakeholders

  • Provide technical training and education to educate stakeholders on new guidance or new or revised policies and procedures.

  • Support project managers in the development and implementation of project plans and schedules.

  • Travel to meet project teams and stakeholders, visit corporate KBR office in Huntsville, AL, and occasionally attend project meetings and conferences at various US destinations.

MINIMUM QUALIFICATIONS (per the contract) Please use bullets to separate each requirement

  • Bachelor’s degree in engineering or technical equivalent

  • 20+ years’ experience within the Intelligence Community

  • Experience with DIA, and at least 2 of the following for agencies: NRO, CIA, NSA

  • Experience with Senior Management, Senior Leadership, and Executive Technical Strategic Planning

  • Strong organizational skills with a keen attention to detail.

  • Excellent communication and interpersonal skills.

  • Ability to work independently and as part of a team.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and ability to learn project management software and practices.

  • Ability to obtain and maintain a TS/SCI with CI polygraph security clearance.
