Position Description:

Duties and Responsibilities (to include but not be limited to the following): Serve as a Program and Operations Analyst for the U.S. Army Rapid Capabilities and Critical Technologies Office (RCCTO) Indirect Fire Protection Capability - High Power Microwave (IFPC-HPM) in Huntsville, AL. The candidate shall support: program management activities, daily program operation activities, vendor relations management, and OCONUS/CONUS program activities.

Create, compose, consolidate, and review documentation, e.g., correspondence, briefings, response to inquiries, and talking points for correctness, format, spelling, and grammar before sending out for approval or signature. Draft responses to internal and external taskers, RFIs, Congressional delegations and other key stakeholders.

Support program updates and assist in developing executive-level briefings, including accomplishments, impacts, risks, issues, and challenges, etc.; coordinate documents, e.g., white papers; conduct pre-meetings to prepare and distribute read-aheads; and secure approval of documents to meet read ahead timelines prior to submission for executive forums.

Provide all aspects of support for CONUS and OCONUS operations including but not limited to: in person OCONUS program support, coordinating meetings, providing outside-the-box recommendations, communicating the program offices intent, and supporting the IFPC mission.

Attend and participate in organizational staff calls, stand-ups, project office tag-ups, working groups, IPRs or similar events; capture, assess and monitor action items from meetings and engage in the resolution process; and propose responses to inquiries based on actions assigned. Prepare notes or after-action summaries, track actions items, and making recommendations on response for closure.

Provide expert assessments and analysis to assist program leadership in daily program management activities and strategic planning.

Engage in program management meetings and reviews e.g., tiger teams, working groups, ad hoc meetings, and integrated process teams (IPTs).

Gather, review, analyze and process information from the meetings for analysis, assessments, and general program data to aid with execution reporting.

Develop and present briefings, analysis, and reports to government customer and provide recommended course of action in concise format.

Required Travel: 25%

Required Skills:

Active Secret Clearance

Ability to support OCONUS program activities in person for 30-day iterations (twice yearly).

Capable of leading and executing tasks associated with program management.

Capable of working independently or leading teams in the solving of problems.

Possess expert ability to obtain and analyze data, identify risks and recommend mitigation strategies and to advise on recommended solutions.

Strong ability to multitask in a high paced environment and operate independently with minimal supervision.

Excellent communication, organization, and interpersonal skills.

Ability to present complex material to government customer concisely with recommended course of action.

Proficiency in MS Sharepoint and MS Teams.

Bachelors Degree required.

Required Experience:

8 or more years of experience in Department of Defense (DoD) planning and execution.

Demonstrated experience supporting and interacting daily with high level DoD Officials (O-6/NH-IV and above), sitting on site with the DoD Program Office and the ability to deliver products successfully in a fast-paced environment (on demand).

Experience analyzing program management products such as acquisition strategies and plans, program execution, and contract PWS/SOW vendor management.

Experience with budget and appropriation processes, Presidents Budget Request (PBR), Program Objectives Memorandum (POM), Presidents Budget (PB) and 1-N lists.

Desired Qualifications:

Experience with non-traditional defense contractors.

Experience with expedited/rapid acquisition efforts.

Experience with Urgent Material Release process.

Experience fielding systems to operational units.

Experience writing contractual PWS/SOW modifications.

Experience in Army Program Management.

Knowledge of Army acquisition streamlining initiatives including the use of Other Transaction Agreements (OTA).

Experience in one or more Army program offices.
