JOB OVERVIEW

MartinFed is seeking a Contracts Manager in our Huntsville, AL corporate office.

The Contracts Manager will report directly to the Vice President of Operations and will be responsible for all aspects of contracts, teaming, subcontracts, negotiating, purchasing, and more. The position requires a self-motivated, proactive individual with the ability to organize, problem-solve, coordinate, and administer multiple assignments concurrently.

The successful candidate must be customer focused and possess (1) the ability to develop innovative solutions to a variety of complex contracts and subcontract challenges; (2) excellent verbal and written communication and presentation skills to accurately document and report findings and new concepts to a variety of audiences, including senior leadership; (3) excellent interpersonal and leadership skills to influence and guide employees, managers, customers and other external parties; (4) the ability to organize, schedule, and coordinate multiple work phases.

ESSENTIAL FUNCTION

  • This position is responsible for managing the preparation, negotiation, acceptance, and on-going review of assigned government and commercial contracts and subcontracts including significant and/or diversified contracts.
  • Manages all phases of the contract administration process from inception through completion including preparing, reviewing, and approving all contractual documents to ensure protection of the company's contractual posture, satisfaction of contract specifications and requirements, identification of risk factors, and adherence to company policy, as well as appropriate laws and regulations.
  • Typically accomplishes objectives through subordinate management and/or professional staff.
  • Manage the administration of assigned contracts including negotiating, preparing, reviewing, approving, and terminating contractual documents to ensure protectionof company's contractual posture.
  • Manage contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications.
  • Identify legal or contractual issues, develop solutions, and provide guidance to management on resolving complex issues while ensuring the contract administration process supports the objectives of the assigned program areas.
  • Ensure the company's proprietary interests are protected and that company policy is followed for processes such as, but not limited to, the review chain for reports, papers and articles.
  • Manages the review of agreements and evaluate documentation and authorization forms to identify problematic provisions and determine if the minimum requirements are met.
  • May assist in reviewing agreements for consistency with laws, government regulations, economic conditions, and company policies.
  • Advises management of contractual rights, issues, and obligations and provide interpretation of terms
  • Manag s the review of solicitations and assist in proposals to ensure customer objectives are satisfied and company interests are protected.
  • Acts as primary contact for contracts activities and issues.
  • May represent the company with customers, potential customers and government representatives.
  • Remains current on commercial and government laws, regulations and practices affecting contracts and related agreements.
  • Maintains the strict confidentiality of sensitive information.

QUALIFICATIONS

  • Bachelors' degree in Business Administration, Procurement, Acquisition, Finance or related field and a minimum of three (3) years of contracts/acquisition experience. A Master's Degree can be substituted for (2) years of the required experience.
  • Seven (7) years of highly relevant Government acquisition experience without a degree is also acceptable.
  • Six (6) years of highly relevant Government acquisition experience without a degree is also acceptable.
  • 2+ years of management experience in contracts.
  • Must be able to work independently and as part of a team to accomplish assigned tasks to meet deadlines.
  • Experience with various contract types and GSA contracting.
  • Knowledge of Small Business Administration (SBA) size and socio-economic regulations a plus.
  • Experience with Joint Ventures.
  • Requires a working knowledge of FAR and agency FAR supplements, business practices and government contracting policies and procedures.
  • Must possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.
  • Experience with Purchasing on a FAR based government contract.

DESIRED QUALIFCATIONS

  • JAMIS experience is a plus.
  • NCMA Certification, CFCM/CCCM/CPCM
  • Be able to obtain and maintain the appropriate level of DoD security clearance, if required.

PHYSICAL REQUIREMENTS and ENVIRONMENTAL CONDITIONS

  • General office environment.
  • The work area is adequately lighted, heated, and ventilated. Some walking, standing, bending, reaching, and carrying of light items such as papers and books.
  • Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, telephone, and other office equipment.
  • Some travel may be required.
