Overview:

JHNA is seeking an experienced acquisition analyst who has experience withOther Transaction Authorities (OTAs)to support the Uncrewed Aircraft Systems (UAS) Project Management Office (PMO) within PEO AVN. As an acquisition analyst with OTA (Other Transaction Authority) experience, you will play a crucial role in the acquisition and procurement process for UAS projects. The candidate will leverage their expertise in OTAs to support the government in acquiring cutting-edge technologies, research, and development efforts from non-traditional defense contractors. This position is located on Redstone Arsenal, Huntsville, AL.

Roles/Responsibilities:

  • Assist in the development of acquisition strategies and approaches that leverage OTAs to achieve programmatic goals.
  • Collaborate with stakeholders to define project requirements, performance objectives, and evaluation criteria.
  • Develop cost estimates, funding plans, and budget projections for OTA initiatives.
  • Prepare and maintain accurate documentation of OTA activities, including acquisition plans, solicitation documents, evaluation criteria, and selection rationale.
  • Generate regular reports and updates for program managers, senior leadership, and oversight bodies on the status of OTA projects, milestones, and outcomes.
  • Collaborate with government program managers, legal teams, and industry partners to establish and negotiate OTA terms, conditions, and deliverables.
  • Provide expertise in structuring, drafting, and negotiating OTA agreements, ensuring alignment with program goals and objectives.
  • Monitor OTA projects to ensure timely execution, adherence to milestones, and achievement of desired outcomes.

Qualifications Required:

  • Bachelor's degree in business, Finance, Procurement, or a related field.
  • Experience with OTA and their application in government acquisitions.
  • Knowledge of federal acquisition regulations (FAR, DFARS) and contracting principles.
  • Strong analytical, research, and problem-solving skills.
  • Excellent written and verbal communication skills for effective collaboration and documentation.
  • Ability to work independently, manage multiple projects, and meet deadlines.
  • Experience in project management and stakeholder engagement is a plus.
  • Relevant certifications such as Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C) are desirable.
  • Ability to encourage, inspire and participate in teamwork.
  • U.S. citizenship.
  • Must be able to obtain and maintain a DoD Secret security clearance.
