Applied Materials Trade Compliance Specialist III in Hsinchu, Taiwan

Job Overview:

Applied Materials is currently seeking an Import/Export Trade Analyst located at one of the following Taiwan locations, Hsinchu. This position is part of our Legal and Compliance Organization.

As an Import/Export Trade Analyst, you will be part of Applied’s Global Trade Operations team with the key responsibility to ensure Applied’s Taiwan business operations are conducted in compliance with customs regulations and export control laws in the most efficient and effective way possible. You will actively participate in the execution of import and export operations and the development of process improvements aimed to achieve operational excellence.

The Import/Export Trade Analyst works collaboratively with all lines of business, purchasing, logistics, service providers, suppliers, customs brokers, and government agencies to ensure compliance for the Company’s import and export transactions. As such, the Import/Export Trade Analyst must have working knowledge of Taiwan import/export laws and regulations.

In this role, you will report to the Taiwan Trade Manager.

Job Responsibilities:

  • Assist AMT Trade Manager in achieving compliance with customs and trade regulations in Applied Materials Taiwan (AMT) by gathering and analyzing product and transactional data, managing license requirements, preparing reports and maintaining information and documentation relating to customs and trade compliance.

  • Tracking and managing all necessary trade reviews of shipments and responsible for release of trade holds in Applied’s ERP system.

  • Assist AMT Trade Manager in performing internal trade compliance reviews to ensure AMT complies to all relevant customs regulations.

  • Establish a strong relationship with Global Trade team members and internal cross functional groups to implement business controls, coordinate training needs as well as to monitor and ensure adherence to the company trade policies and instructions.

  • Ensure compliance with AMT import and export regulations, by executing global trade processes to minimize cost and to improve delivery service and reliability while complying with all relevant export, customs, sanctions, laws and regulations.

  • Together with AMT Trade Manager, establish and maintain AMT Internal Compliance Program (ICP).

  • Work with Logistics Group and AMT appointed brokers to conduct post-import and post-export reviews.

  • Develop, maintain and implement AMT trade compliance desk level procedures.

  • Conduct training in operational AMT trade compliance policies and procedures.

  • Ensure control procedures are in place with designated freight forwarders and Customs brokers, e.g. compliant filing of export and import declarations on behalf of AMT.

  • Along with AMT Trade Manager, provide professional advisory to AMT operations in matters relating to import/export, SHTC and ILC/FTZ bonded requirements.

  • Identify opportunities for process efficiency and effectiveness in AMT trade compliance through automation or process improvement. Put in place compliance-related metrics and a program for continuous improvement.

  • Incident management for AMT trade compliance related issues. Together with AMT Trade Manager, manage communication, timeline and requirements to address incidents, providing periodic updates to stakeholders.

  • Drive effectiveness of policies and instructions through monitoring of controls process effectiveness, assist AMT Trade Manager conduct self-assessments and periodic audits.

  • Responsible for data collection, data analysis and report preparation. Ability to organize multi-task and consistently follow up on time critical issues.

  • Conduct all necessary trade reviews of shipments and responsible for release of trade holds.

Job Requirements:

  • Bachelor’s degree or similar field with minimum 5 years of relevant experience working in trade compliance or in high-tech industry.

  • Strong knowledge of export controls/Trade Compliance and familiarity with import/export/bonded processes and documentation.

  • Familiarity with Taiwan Trade compliance matters including but not limited to EMC/NCC/MW0/MP1 import compliance management, Strategic High-Tech Commodities (SHTC) export compliance management, Internal Compliance Program (ICP) management, FTZ/ILC bonded compliance management, as well as US Export Administration Regulations (EAR).

  • Ability to organize multi-task and consistently follow up on time critical issues is a must.

  • Ability to work independently in a multi-cultural environment and establish working relationships with internal and external stakeholders.

  • Must be proficient in MS Excel and MS PowerPoint

  • Working knowledge of SAP GTS is a plus.

  • Strong analytical, investigative, written and communication skills.

  • Excellent organizational, critical thinking, negotiation skills and detail oriented.

  • Good communication skills, verbal and written in English.

  • Experience with Bonded system is preferred
