DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

Houston Health Department (HHD) is seeking a highly qualified individual to perform comprehensive planning and program analyses for the Health Department:

Essential Functions:

  • Prepares, edits and revises department/division correspondence; prepares, edits and revises procedures manuals.

  • Plans, initiates, and implements programs and services to meet the immediate and long-range needs of HHD.

  • Participates in special projects as assigned by the department/division head.

  • May coordinate the planning, research, presentation, promotion, and evaluation of special programs such as grants.

  • May guide, train or evaluate staff.

    Responsibilities include:

    • Lead and provide planning assistance for the development of specific projects, services, and resources for community chronic disease prevention efforts.

    • Conduct basic surveillance and secondary data analysis related to vital statistics, chronic disease trends, morbidity data, health disparity, and community health indicators.

    • Collect, verify, and analyze data from investigations and surveillance; interprets health data to compile reports and present findings.

    • Interpret data to determine risks from exposure to chemicals or biological agents, or health and social inequalities.

    • Produce technical documents, including literature reviews, logic models, maps, fact sheets, reports, case studies, white papers, and presentations for various audiences including scientific and non-scientific journals.

    • Utilize graphical and mapping software to create visualizations of data for a variety of audiences.

    • Engage with visual and data communications staff to develop creative, innovative, and accurate ways to illustrate surveillance and evaluation results.

    • Assist in departmental and programmatic strategic planning including in the development of goals, objectives, milestones, and performance metrics.

    • Participate in grant/research writing and/or other capacity building projects.

    • Apply qualitative research techniques, health planning models, and evaluation frameworks in planning various types of health service and health promotion activities.

    • Establish and maintain relationships with service providers, consumers, and stakeholders in planning activities.

    • Coordinate with the Office of Planning Evaluation and Research for Effective, the Bureau of Epidemiology, and/or the Bureau of Preparedness to respond to potential and actual emergency public health events and/or chronic disease epidemics.

    • Serve as a subject matter expert and consultant on chronic diseases, social conditions, and health disparities.

    • Performs all duties as assigned.

    WORKING CONDITIONS

The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Master’s degree in Public Administration, Business Administration, or a related social science

OR

A Bachelor's degree in Business Administration, Public Administration, Public Health or a related social science and four (4) years of work experience in public health planning or research may be substituted for the above requirements.

EXPERIENCE REQUIREMENTS

Two (2) years of experience in health planning are required.

PREFERENCES

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

  • 2-4 years' experience in project analysis, grant reporting and preparing monthly budget projections.

  • 2-4 years’ experience in project planning and development

  • 2-4 years’ experience gathering, compiling and analyzing data, producing information and interpreting results to create reports

  • 2-4 years’ experience researching best practices and evidence-based programs and practices

  • 2-4 years’ experience of Intermediate Level Microsoft Excel: Create, modify, and format charts, use graphic objects to enhance worksheets and charts, filter data and manage a filtered list, perform multiple-level sorting, use sorting options, and design considerations, use mathematical, logical, statistical, and financial functions, group and dissociate data and perform interactive analysis, create and modify some Macro commands.

  • Lean Six Sigma and/or Project Management Professional Certification

GENERAL INFORMATION

SALARY INFORMATION GRANT FUNDED

Grant and Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
