Senior Budget Analyst

Description

The Senior Budget Analyst performs senior level professional work by providing data analysis, preparation of reports and design of presentation materials. Compiles and analyzes complex financial and institutional data by extracting and defining relevant information. Assists in the preparation of the Annual Operating Budget by monitoring, collecting, extracting, and analyzing data. Provides guidance and training for business administrators in the development of departmental operating budgets, research, and analysis. Maintains institutional financial integrity by ensuring all funds and ledgers are balanced. Enforces positional control through application of budget policies and procedures.

Duties:

  • Assists in the development and design of queries and/or budgeting tools to aid in research and analysis.

  • Facilitates budget training and assists in the ongoing design of training modules.

  • Assists in preparation and design of audience minded comprehensive monthly reports and presentations.

  • Enforces institutional position control through application of policies and procedures, and conducts periodic feasibility studies to maintain optimal business continuity.

  • Compiles and analyzes complex financial and institutional data for the purpose of determining past financial performance and to project financial probability.

  • Assists in the development of the institutional Annual Operating Budget through research, data analysis, program costing, forecasting and document preparation.

  • Conducts quarterly financial reviews of business administrator’s college or division and tracks key performance indicators.

  • Assists in preparation and design of audience minded comprehensive monthly reports and performs related duties as assigned.

Qualifications

Required:

  1. Bachelor's degree in Business, Accounting, Finance, Data Analytics or a related field.

  2. Minimum three years of directly related higher education job experience.

  3. Working knowledge of State and Federal policies and regulations in Higher Education, Finance, and Budget.

  4. Skills in budget development, planning, and processes.

  5. Working knowledge of accounting rules and principals.

  6. Skills in financial projections, cost analysis, and variance reporting.

  7. Skills in Microsoft Office, specifically Excel, SharePoint, and TEAMS.

  8. Ability to effectively use budgeting software (preferably Hyperion and PeopleSoft).

  9. Ability to translate data into financial reports and analysis as well the ability to analyze and solve complex problems.

  10. Excellent oral and written communication skills.

  11. Ability to facilitate and deliver professional training sessions.

Desired:

Master's degree in Business or Data Analytics.

Experience working in Texas higher education.

Experience working with Oracle systems.
