Job Overview:

The Proposals Specialist uses best practices and knowledge of internal or external issues to improve the proposals discipline within McDermott. The Proposals Specialist solves complex problems and uses discipline-specific knowledge to improve their products or services. The Proposals Specialist impacts a range of customer, operational, project, or service activities with the proposals team and other related teams and ensures that they work within the appropriate guidelines and policies.

Key Tasks and Responsibilities:

  • General Corporate Responsibilities:

  • Liaise with and support the Corporate Audit function for annual Business Line proposal related audits

  • Provide departmental strategic initiatives and support the monthly Proposals Key Performance Indicators (KPI) reporting process to EXCOM

  • Business Line Responsibilities:

  • Review and understand ITT/ITB (Invitation to Tender/Invitation to Bid) Requirements

  • Draft and distribute Summary of Tender Documentation (SOTD) for review

  • Ensure functional nominations of bid team are established

  • Prepare bid action list in accordance with ITT/ITB requirements

  • Co-chair bid kick-off meetings and schedule progress meetings as required

  • Ensure basis of bid and bid inputs align with strategy and customer requirements

  • Establish and maintain the bid schedule and communicate requirements to all input providers

  • Manage and facilitate bid delivery meetings, review process, presentations, and associated actions

  • Monitor the progress of the bidding activity to ensure deliverables are successfully achieved for bid submission

  • Develop and ensure challenge skills are integrated throughout the bid review process

  • Set up and maintain a clarification register to log and monitor all pre- and post-bid correspondence

  • Prepare technical/commercial qualifications

  • Ensure the appropriate delivery arrangements have been made and confirmed in advance

  • Assist with client negotiations

  • Develop Lessons Learned for bid submissions and the bid process for wider cascade to the business via the Estimating and Proposals Managers and required close out actions if any

Essential Qualifications and Education:

  • 3 years of functional experience

  • Ability to work as a team member as well as act as team leader

  • Maintain key competencies associated with the Proposals function

  • Ability to effectively communicate with team members and management

  • Working knowledge of Microsoft Office applications (Word, Excel, Outlook, Access)
