The Project Manager II plays a pivotal role within the Phillips 66 Midstream Projects organization, overseeing the management and execution of return and sustaining capital projects within the Midstream business unit. This oversight includes the planning, design, procurement, construction, and close-out phases of project scopes pertaining to pipelines, storage facilities, and gas processing plants. This senior-level position delivers comprehensive project management support by coordinating with various stakeholders, including operations, procurement, environmental, legal, and other disciplines involved in field-executed work. This role is critical to ensuring that projects are scoped based on the minimal technical solution, delivered on time, within budget, and in compliance with all safety and regulatory standards.
Key Responsibilities:
Set safety expectations and lead the team to achieve safety goals.
Define project scope and help develop economic evaluations to ensure project viability.
Prepare cost estimates and generate Authorization for Expenditure (AFE) documents.
Develop and execute the overall contracting strategy.
Prepare and oversee the Project Execution Plan and ensure strong project controls.
Review engineering designs and specifications for project components.
Lead the FEL process, complete gate reviews, and manage the bid and evaluation of contractors.
Assist in developing detailed project schedules and guide project execution.
Organize and lead regularly scheduled project meetings to review progress and address issues.
Lead the contracting and bidding process, including contractor and vendor selection.
Manage contracts to maximize performance and control costs.
Monitor construction activities and quality control measures.
Manage vendors, fabricators, and specialty contractors, ensuring quality processes are followed.
Develop and gain approval for project metrics and lead the development of a risk management plan.
Ensure operations and maintenance inclusion and representation on the team.
Ensure the accuracy of cost estimates, monthly forecasts, and cash flow forecasts.
Generate routine reports to provide updates on project status, costs, schedules, and other key metrics.
Required:
Bachelor's degree or higher in Engineering (Civil, Mechanical, or Chemical preferred) or Construction Management.
4 or more years of experience managing projects.
4 or more years of experience managing engineering and construction contractors.
Intermediate or greater proficiency in industry-recommended practices, design methods, and QA/QC requirements.
10-20% travel to work sites to support project development, design, and implementation.
Intermediate proficiency in managing liquids and gas projects.
Preferred:
6 or more years of experience in the Midstream and/or Downstream segment of the oil and gas industry, including crude, refined products, NGLs, and natural gas.
3 or more years of experience working in Midstream facilities, pipelines, and/or terminals.
Intermediate level of proficiency in SAP.
Working knowledge of federal, state, and local regulations, industry standards, and DOT requirements.
Required Skills and Competencies:
Skilled at creating an environment of collaboration and communication necessary for project success.
Proven experience in project planning, scheduling, budgeting, resource allocation, and risk management.
Familiarity with relevant oil and gas regulations and environmental compliance requirements.
Experience in managing contracts with vendors and subcontractors.
Ability to analyze complex issues, identify root causes, and develop effective solutions.
Knowledgeable of FEL and Project Approval Process.
Familiar with environmental permitting processes.
Experience in all phases of contractor evaluation and the bid and award process.
Ability to effectively use procurement practices on large capital projects.
Experience with managing and forecasting costs in a complex environment
Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
