Position Description
Pipeline Data Systems (PDS) is made up of three departments – Pipeline Open Data Standard (PODS), Compliance Systems and MAOP Verification.
The PODS Manager will lead a team of approximately 46 individuals consisting of 3 supervisors, 33 employees, and 10 contractors. The PODS Manager is responsible for managing, planning, and ensuring the accuracy and integrity of the data in our pipeline data system of record. The Kinder Morgan pipeline geodatabase is a versioned Esri geodatabase following the industry standard data model, PODS, as the data storage structure.
In addition to leading and supporting their team, the PODS Manager is responsible for supporting the PDS Director and other PDS Managers with continuous improvement efforts, team development, and outreach to existing and new internal customers to improve information sharing and analytics to support the business.
The PODS Manager will lead and manage:
The PODS Integrity Data Services team is made up of a team of 7 employees and up to 2 contractors that perform ILI Alignment and CIS Data loading. This team is dedicated to supporting the needs of our Pipeline Integrity team. The deliverables include ILI pipeline listings aligned with PODS data, CIS loading, and Integrity alignment sheet generation.
The PODS Natural Gas Pipeline AsBuilting and Data Management team, and the PODS Liquid Pipeline AsBuilting and Data Management team. The PODS Natural Gas and the PODS Liquids Gatekeeper Supervisors each have a team of pipeline GIS / data management professionals who use project completion packages, location and material specification records, inspection data, and field provided information to create and maintain the Kinder Morgan pipeline data system of record, PODS. The Natural Gas team is made up of 14 employees and approximately 4 contractors. The Liquids team is made up of 5 employees and approximately 3 contractors.
Additional 4 individuals performing technical analysis and reporting who report directly to the PODS Manager.
Core Functions of the Team
AsBuilt all projects for natural gas, products, terminals, and CO2 pipelines into PODS Esri Spatial versioned geodatabase (PODS).
Receive corrections / missing data updates from various customers to our PODS database.
Receive Vendor listing from Integrity ILI team and perform PODS CL correction and listing alignment to customer within 21 calendar days.
Identify methods for the continuous improvement of PODS data from any and all available and credible sources.
Position Requirements
Education:
A minimum of 7 years of experience in the pipeline industry data management field.
A bachelor’s in Geography, GIS, Planning, Natural Resources, Computer Science, Engineering, or related fields from an accredited institution is required. Related work experience may be considered in leiu of a degree.
Experience / specific knowledge:
The ability to work with downstream customers effectively to (1) understand request, (2) validate request is a gap or something that currently exists, (3) document customer need clearly and if applicable develop clear plan with stakeholders. Then take the project through technical scoping, schedule, and communication plan development.
Proven experiences in leading large diverse teams driven by production metrics, clear expectations, and supervisory leadership.
Experiences leading teams where you have both responsibility with authority and where you have responsibility without authority. Must be able to be successful in both scenarios.
Proven experience in working with a project manager role to complete initiatives and projects through following standard project management principles.
Experience using ILI vendor pipeline listings to improve the quality of Pipeline GIS data.
Experience aligning ILI vendor pipeline listings to PODS data for delivery to customers in a tight non-adjustable regulatory driven schedule.
Intermediate level experience with Esri ArcPro, Esri enterprise geodatabase versioning, and general GIS data management key concepts.
Intermediate level experience with the industry standard Pipeline Open Data Standard data model. Knowledge of provenance of the data model and evolution within the industry and how Kinder Morgan has implemented the model is desired, but not required.
Proven success with developing and implementing productivity metrics for both routine production and special projects.
Proven success with developing and implementing workflow management tracking systems for teams where you have authority and teams where you do not have authority (cross functional workflow management tracking).
Fundamental knowledge of the design, construction, operation of, and regulatory requirements of high-pressure gas pipelines, CO2 pipelines, and / or product pipelines.
Experience reading engineering design drawings, project completion package / job book records, and all document types supporting asset characteristic specifics and construction / maintenance / inspection activities.
Fundamental and working knowledge of 49 CFR Part 192 and / or 49 CFR Part 195.
Experience with identifying and analyzing pipeline data discrepancies and developing plans to mitigate future data discrepancies and correct existing data discrepancies.
Proficiency in Microsoft Office Suite required – specifically Word, Excel, and PowerPoint.
Experience with records management environments, examples are FileNet and BlueCielo

Lead - or delegate a lead to execute and provide routine updates with meaningful metrics to stakeholders and leadership.
Strong project coordination, planning, and overall management skills. A history of executing projects with challenging circumstances is preferred.
Demonstrated ability to make decisions on data management practices based on best practices within Kinder Morgan and/or Industry that are sustainable per existing or to-be-developed business processes.
Strong analytical skills and the ability to analyze a problem from various perspectives and make sound recommendations and/or decisions.
Effective communication skills for successful interaction with other groups and the ability to influence, in some cases without authority.
Able to communicate thoughts, ideas, and technical information in a logical, organized, coherent and persuasive manner.
Ability to clearly and effectively communicate well within team, with peers, to Director, and senior leadership.
An ability to effectively present to large and small audiences at varying positions within Kinder Morgan.

Above the minimum requirements, not required but advantageous in this position:
Experience with designing and implementing pipeline data models into new environments.
Experiences with implementing pipeline data management, reporting, alignment sheet software within an Owner / Operator environment.
Managing and tracking an annual G&A as well as Capital budget, including annual budget development and monthly: accruals, variance explanations, and forecasting.
Additional Position Details:
Must possess and maintain a valid driver’s license and a driving record satisfactory to company.
This position may require occasional travel and occasional after-hours work.
This position has the opportunity to work a hybrid work schedule with Monday through Wednesday in the office and Thursday and Friday at home.
This position also has the opportunity to work a flexible work schedule with 9-hour workdays Monday through Thursday and either half day Fridays or every other Friday off.
