DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The Houston Health Department is seeking a skilled individual to perform the following functions as a Management Analyst III. Develops, organizes, implements, monitors and controls specific operating and financial activities. Serves as the primary liaison to assigned departments, agencies and organizations to effectively coordinate financial operating and management policies, procedures and systems.

CORE JOB DUTIES FOR MANAGEMENT ANALYST III:

• Act as a liaison to departments, divisions, and bureaus for activities related to the Electronic Health Record, reporting, and clinic operations

• Plan, develop, assign, monitor, manage, assess, and report on multiple sites for the department.

• Tracks, reports, manages, and makes recommendations to leadership on each project’s progress, dependencies, risks and issues.

• Maintain, monitor, and prepare monthly operations projects and analyzes data trends compared with department objections while conforming to divisional and Bureau goals

• Assist with creating and implementing managerial and operational procedures and systems

• Compile and interprets statistical and graphical data related to departmental operations and performance

• Participate in special projects and other duties as assigned.

The position is physically comfortable; the individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

MINIMUM EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology, or a closely related field.

MINIMUM EXPERIENCE REQUIREMENTS

Four (4) years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement.

A Master’s degree in a field directly related to the job may substitute for two years of the above experience requireme nt.

MINIMUM LICENSE REQUIREMENTS

None.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

SALARY INFORMATION GENERAL FUND POSITION

Grants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
