The Lifetime Surveillance of Astronaut Health (LSAH) Project Lead will be responsible for the successful planning, execution, monitoring and reporting of the LSAH. The incumbent will be the subject matter expert for data access policy as well as the data sharing and release process for the reuse of personally identifiable information (PII). Additionally, the incumbent will work with NASA and contractor personnel to prioritize projects, develop appropriate project plans, schedules and milestones.

ESSENTIAL DUTIES & RESPONSIBILITIES• Develop expertise on laws, regulations, and NASA policies pertaining to sharing and release of Personally Identifiable Information (PII)• Apply expertise and experience to the improvement of current data access, privacy and release processes and the development and implementation of new processes• Responsible for compliance with all applicable patient privacy and data confidentiality regulations, including but not limited to NASA privacy regulations, the Privacy Act, HIPAA, etc• Communicate LSAH plans, processes, and schedules to all project stakeholders• Facilitate interactions with industry experts in the areas of occupational surveillance and data release issues• Coordinate development of data release policies with all stakeholders• Pro-actively communicate and integrate LSAH activities with other internal (e.g., Life Sciences Data Archive, NASA Life Sciences Portal, LSAH Advisory Board, Crew Health and Safety) and external (e.g., data requesters) stakeholders• Provide subject matter expertise on medical and research data processes in the development of the NASA Life Sciences Platform.• Plan, schedule, and monitor LSAH deliverables, goals and milestones. Implement metrics to monitor project performance. Document project schedules using standard project management software• Plan and monitor LSAH finances and coordinate resources as required with other contract personnel. Provide regular financial inputs and budget management for required reporting to contract and NASA management• Work with the Epidemiology Lead to control the schedule, cost and scope of LSAH• Develop and monitor project priorities with the NASA customer, Epidemiology Lead, and team members• Oversee coordination of LSAH Advisory Board meetings, actions, minutes development, and records maintenance• Ensure compliance with all applicable KBR and NASA standards and work instructions, including regular updates to the LSAH Manual of Procedures• Required at least 50% onsite at Johnson Space CenterEDUCATION/EXPERIENCERequired• Bachelor's degree, preferably in Life Sciences, or Business Administration,• 10 years' experience in working in medical/healthcare, research, public health, epidemiology, or life sciences fields• Extensive experience with technical reporting and writingDesired• Five years' experience working with the Human Health and Performance Directorate at NASA Johnson Space Center• Experience with NASA systems• Previous working experience with NASA or a NASA contractor• Project Management certificationSKILLS/TRAININGRequired• Prior experience working with Institutional Review Board oversight, including but not limited to protocol development, consenting, project oversight• Experience managing multiple complex, dynamic projects, including development and monitoring of budget, schedule, and deliverables• Demonstrated proficiency integrating across functional teams and disciplines• Ability to work effectively both independently and in a team environment, and to resolve interpersonal conflicts• Excellence in both verbal and written communication with personnel from all levels, including the ability to provide communication guidance to co-workers• Must have excellent time management, organizational, and attention-to-detail skills• Ability to attain and maintain respect and confidence of the customer and contract personnel. A close, cooperative customer interface is essential• Mature, professional judgment in establishing objectives, milestones and priorities• Strong Microsoft Office skills (Word, Excel, OneNote, and PowerPoint)Desired• Strong understanding of data access, sharing and privacy policy• Prior completion of multiple-day project management training• Experience with cost account management• Experience with project management and data analytics software
