Phillips 66 Director, HR Project Management in Houston, Texas

The Director, HR Project Management is responsible for providing strategic advice and guidance on HR projects across the enterprise. This role will focus on defining, designing, and standing up an enterprise-wide HR PMO organization. The HR Projects Leader will work closely with key stakeholders, including senior leaders, project managers, and cross-functional teams, to ensure a coordinated and consistent approach to HR projects. This role will lead a small team and carry a portfolio of work.

Responsibilities May Include:

  • Build and nurture a high-performing PMO and change management team, fostering a culture of excellence, agility, and innovation.

  • Provide leadership development and mentorship, empowering team members to take initiative and contribute to the organization's HR transformation journey.

  • Lead the strategic planning process for project management and change management within the HR organization, ensuring alignment with overarching HR transformation goals.

  • Champion the vision for change, inspiring and motivating the organization towards achieving HR transformation objectives.

  • Develop and execute communication plans, training and development programs, and stakeholder engagement strategies to facilitate change across the organization.

  • Define, develop, and implement a project management methodology that is tailored to the organization's HR transformation efforts, ensuring it facilitates efficient and effective project execution.

  • Oversee the creation and maintenance of project management tools, templates, and policies to standardize and improve project delivery across the HR organization.

  • Facilitate cross-functional teams to ensure projects and change efforts are delivered successfully and provide value to the organization.

  • Establish metrics and KPIs to measure the success of project management and change management efforts, using data to drive decisions and improvements.

  • Define project scope, goals, and deliverables that support business goals in collaboration with senior management.

  • Identify opportunities for operational improvements and lead initiatives to streamline processes, leveraging solutions to enhance efficiency and productivity.

  • Develop full-scale project plans and associated communication documents.

  • Work closely with business units, and other stakeholders on an ongoing basis to ensure that project management and change initiatives are aligned with overall business strategy and roadmap.

  • Collaborate with internal stakeholders to ensure that process improvements are aligned with business objectives and customer needs.

  • Identify, assess, and mitigate risks associated with project execution and change initiatives, ensuring that all efforts comply with relevant regulations and industry standards.

  • Monitor and control project costs to ensure that initiatives are delivered within budget, providing reporting and analysis to HR leadership to support decision-making processes.

  • Identify and manage project dependencies and critical path while tracking project milestones and deliverables.

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.

  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

  • Conduct project post-mortems and create a recommendations report to identify successful and unsuccessful project elements.

  • Oversight and management of PMO meetings that facilitate awareness of PMO projects across multiple organizations.

  • Maintain oversight of quality reviews for project deliverables and enforce project standards.

Required Qualifications:

  • Legally authorized to work in the United States

  • Bachelor’s degree required

  • Minimum 12+ years in leadership roles focusing on project management, change management, and transformation programs

  • Minimum of 10 years managing complex projects and leading teams

  • Minimum of 5 years managing programs

  • Proven track record of successful project delivery, including experience in developing project management frameworks, financial plans, resource allocation, and tools

  • Experience with managing large-scale and complex projects across various phases of the project lifecycle

  • Experience in managing transformation projects that include organizational restructuring and change management

  • Proficient with MS Project, Power BI, and SAP

  • Strong stakeholder management skills and experience in successfully working with senior-level leadership

Preferred Qualifications:

  • 10 or more years of change management experience, including leading at the enterprise level

  • 3 or more years of human resources experience

  • Professional certifications such as Project Management Professional (PMP), Certified Change Management Professional (CCMP), Agile Certified Practitioner (ACP), or Lean Six Sigma

  • A Master's degree in Business Administration (MBA), Project Management, Information Systems, or a related discipline

  • Experience working with large Oil & Gas/Energy/Industrial businesses
