This vacancy is located at SCLHSA's Administration Office located in Houma, LA.

The Assistive Outpatient Treatment (AOT) Program Manager will assume responsibility for the operation of the SAMHSA Terrebonne AOT grant. The AOT grant is a program aimed to reduce the frequency and duration of psychiatric hospitalization, homelessness, incarceration, and interactions with the criminal justice system while improving the health and social outcomes of individuals with serious mental illness (SMI) by providing individuals with linkage to community providers and court ordered treatment services. Responsibilities include the development of high fidelity AOT programs, including facilitating inter-agency communication, service coordination, data collection and outcome evaluation. This individual will perform a variety of professional activities including budget preparation, grant writing, technical training, contract development, meeting facilitation, quality review and compliance monitoring.

This vacancy is being announced as a Classified Position and will be filled as a Job Appointment that may transfer into a Probationary Appointment at a future date.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A master's degree in psychology; social work; sociology; counseling; health services; hospital, public, health care or mental health administration; nursing; public health; education with a concentration in psychology or counseling; special education; or in a human services or behavioral science discipline as listed in the NOTE; plus three years of professional level experience providing mental health treatment.

SUBSTITUTIONS:

Graduate training beyond the master's degree in qualifying fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.

NOTE:

Human services or behavioral sciences degrees acceptable to the Addictive Disorder Regulatory Authority include addiction studies, behavioral science, public health, public policy/administration, health administration, social work, psychology, counseling, sociology, criminal justice, educational counseling, and rehabilitation counseling.

Comparable degrees will be considered qualifying if deemed acceptable by the Addictive Disorder Regulatory Authority.

NOTE:

Some positions may require regulation as a Licensed Addiction Counselor (LAC), Certified Social Worker (CSW), Licensed Master's Social Worker (LMSW) or a Licensed Clinical Social Worker (LCSW).

NOTE:

Applicants who possess a master’s degree in social work may be required to maintain licensure in accordance with the Louisiana State Board of Social Work Examiners.

Any college hours or degree must be from an accredited college or university.

To direct special services programs in a small to medium mental health region or human services district or direct program areas of a mental health center.

SUPERVISION EXERCISED:

Project basis over staff in specific assigned special services programs.

LOCATION OF WORK:

Department of Health and Hospitals, Office of Mental Health; Human Services Districts.

JOB DISTINCTIONS:

Differs from the Mental Health Program Director--B by the absence of responsibility for directing special services program in a large mental health region.

Differs from the Mental Health Specialist 1 and 2 by the absence of responsibility for coordinating and directing special services programs statewide.

Examples of Work

90% Manages AOT program for the Terrebonne Parish.

Coordinates, leads and maintains the AOT Management Team and Steering Committee, program activities, services and/or program implementation.

Receives referrals for AOT, determine AOT eligibility according to criteria, manage workload, provide supervision to support teams, collect/report and monitor documentation and data reporting, and monitor evidence-based practices using the SAMHSA fidelity tool.

Secures, updates, and maintains the MOUs from the community stakeholders who participate in referral pathways, civil court hearings, treatment or other related services in conjunction with the Terrebonne AOT Program.

Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.

Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program; prepares and updates plans and priorities.

Works closely with referral sources to ensure continual flow of referrals into the program.

Creates and provides ongoing education and outreach to diverse community partners, first responders, and stakeholders to increase awareness of the Terrebonne AOT Program and/or how to refer to the civil court program.

Monitors that education is provided to all parties, clinical and non-clinical, regarding the participant’s civil and privacy rights.

Coordinates funding for AOT and related programs and services including applying for and writing of grants. Secures funding for continuation of AOT program after initial funding ends.

10% Attends meetings, workshops, trainings and seminars for continuing education purposes and professional enhancement and development.

Performs any additional duties requested which are not listed in job description but relate to services for AOT grant.
