We are excited to announce CCPRS won the next 5 - year contract for Public Assistance Technical Assistance Contract V (PA TAC V) in the West zones (e.g., Alaska, Washington, Oregon, Idaho, Nevada, California, Arizona, Northern Mariana Islands, American Samoa, Guam, Hawaii, Nebraska, Iowa, Kansas, and Missouri). Through CCPRS, SOL Engineering Services, LLC is looking for you to provide technical support assistant for FEMA disaster related operations throughout the U.S. FEMA uses the PA TAC nationally to obtain the following labor categories: Environment/General Planners, Engineers (all disciplines), Construction Managers/Inspectors/Estimators, Project Managers, Financial Analysts, as well as other related professional services to assist state, local, municipalities and public entities in developing grant applications for Federal Public Assistance Funding for the repair of their infrastructure and facilities damage by natural disasters.

SOL Engineering is seeking a highly skilled and experienced Senior Hydraulic Engineer to join our team under the FEMA Public Assistance Technical Assistance Contract V (PATAC V) program. This role is vital in providing technical expertise and guidance for hydraulic engineering projects related to disaster recovery and mitigation efforts. The Senior Hydraulic Engineer will work closely with FEMA, state, and local officials to assess and design solutions for flood risk management, water control structures, and other hydraulic systems impacted by natural disasters.

Key Responsibilities

  • Provide expert technical leadership in the planning, design, and implementation of hydraulic engineering projects, including floodplain management, stormwater management, levee systems, and dam safety.

  • Conduct detailed assessments of damaged hydraulic structures, analyze the extent of damage, and develop engineering solutions for repair, replacement, or mitigation.

  • Perform complex hydrologic and hydraulic modeling using industry-standard software to evaluate flood risks, drainage issues, and the performance of water control structures.

  • Work collaboratively with FEMA personnel, state and local agencies, and other stakeholders to develop and implement recovery strategies that meet regulatory requirements and project goals.

  • Oversee multiple projects simultaneously, ensuring they are completed on time, within scope, and within budget. Prepare project plans, schedules, and reports.

  • Ensure all engineering activities comply with federal, state, and local regulations, including FEMA guidelines, the National Flood Insurance Program (NFIP), and environmental impact assessments.

  • Provide mentorship and guidance to junior engineers and technical staff, fostering professional development and knowledge sharing within the team.

  • Prepare detailed engineering reports, project documentation, and technical presentations for FEMA and other stakeholders. Ensure all documentation is accurate, comprehensive, and in compliance with FEMA’s standards.

    Education Qualifications and Requirements

  • Must have a Bachelor’s degree in Civil Engineering, Hydraulic Engineering, or a related field.

  • Minimum of 10 years of professional experience in hydraulic engineering, with a focus on disaster recovery, flood risk management, and water resource projects. Mus be experience in working with FEMA Public Assistance (PA) or other disaster recovery programs is highly desirable or no PA experience and have a Bachelor's Degree with 15 years of experience in a related field.

  • Professional Engineer (PE) license required. Certification in floodplain management (CFM) or other relevant certifications are a plus.

  • Proficiency in hydrologic and hydraulic modeling software such as HEC-RAS, HEC-HMS, SWMM, and GIS applications. Strong understanding of FEMA guidelines, NFIP, and related regulatory frameworks.

  • Excellent written and verbal communication skills, with the ability to convey complex technical information to non-technical stakeholders.

  • Strong analytical and problem-solving skills with a keen attention to detail. Ability to think critically and develop innovative solutions in high-pressure situations.

  • Proven ability to work effectively in a team environment, manage multiple priorities, and build strong relationships with stakeholders.
