AML/FCC Compliance Officer to be hired in PayPal Hong Kong office, also providing support to Taiwan and Korea on as-need basis.

Primary Job Responsibilities:

(1) Act as Hong Kong Money Laundering Reporting Officer (MLRO) for Hong Kong:

  • Making the decision to file or not file a STR, or is otherwise pivotal in the process of decision, as appropriate under local regulation.

  • Ensuring employees are aware of the prohibition against “tipping off”

  • Receiving and reviewing internal disclosures.

  • Oversight of applicable transaction monitoring process.

  • Oversight of applicable KYC, CDD, EDD processes

(2) Responsible for the development of the Country AML Program addenda as required and any new enhancements and/or regulatory requirements.

(3) Liaise with key regulatory bodies and officials as needed (HKMA, JFIU, law enforcement agencies).

(4) Report to country head of compliance and appropriate senior management/leadership, boards of directors and their designated committees as requested.

(5) Provide compliance thought leadership and solutions to key Projects and other business initiatives.

(6) Drive a culture of risk and compliance across the business.

(7) Proactively work with 3rd line of defense to understand key issues and resolution plans over AML/FCC matters.

Job Requirements:

  • At least 8-10 years’ experience in Compliance, Audit, Controls, Legal, Compliance operations or as an ex-regulator. Specialization in AML and ML/CTF risks preferred.

  • Sound understanding of AML requirements in Hong Kong. Ability to pragmatically apply them to actual situations. Previous MLRO appointment would be preferred.

  • Knowledge of payments products and processes would be preferred.

  • Effective collaborative skills that contribute to positive working relationships with counterparts and stakeholders.

  • Advanced knowledge and experience with MS-Office applications.

  • Good command of English and Chinese (both written and spoken) and impeccable interpersonal skills.
