Job Summary

The Manager, Training – Signal and Communication is responsible for overseeing and delivering technical training programs across Signal and Communication (S&C) disciplines. The role involves developing comprehensive training plans, overseeing the delivery of the training to S&C employees through the Apprenticeship Training Program, Communication Technician Programs, and providing updates and refresher training to existing employees. The incumbent is also tasked with maintaining training facility equipment, job aids, and scheduled maintenance records.

Main Responsibilities

Training Programs

· Oversee the effective provision of all approved functional training in consultation with the schedulers of S&C

· Coordinate with Business Senior Managers, Managers, and Supervisors to ensure alignment of training to functional demands and schedules, including providing updates on training progress and escalation of issues

· Maintain a comprehensive training plan and schedule to meet client expectations and requirements

· Handle requests for training delivery and allocate appropriate resources to complete

· Present updates to training status and compliance to Senior Managers within the business

Instructor Performance

· Work with the Functional Training Manager to ensure quality delivery and proactively reform performance gaps

· Complete detailed training plans for each instructor to ensure instructor competency

· Monitor technical instructors, evaluate and document performance to ensure course quality and accuracy

· Observe and qualify contract and temporary instructors

Budgeting and Facility Management

· Oversee equipment, locations, assets, and resources appropriately, providing an accurate ability to predict maintenance and capital expenditure requirements

· Control operating budget and forecast spending for craft areas

· Ensure all assets used for simulation, labs, practical, and hands-on training components are functioning as intended and upgraded as required

· Scout assets from the business that can be retired to the Campuses to enhance learning experience

Campus Site Management

· Support and enable an accurate and productive campus experience

· Implement student and instructor policies regarding conduct and academic standards

Training Delivery

· Provide management, guidance, and support to functional training delivery to promote a conducive learning environment

· Facilitate Safety Leadership training components in programs

· Support new hire training programs to welcome new craft employees

· Fill in as an instructor as required

Working Conditions

The role has standard working conditions in an office environment with a regular work week from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The incumbent must be able to work night shifts and weekends when necessary. The role requires travel (up to 40%) across the CN Network within Canada and the United States (U.S.) to carry out quality audits and meet with field instructors.

Requirements

Experience

Engineering

· Minimum 10 years of Signal and Communication experience

o Experience as an Engineering Training Officer*

o Experience as a Signal and Communication Supervisor*

*Any experience for these above would be considered as an asset

Education/Certification/Designation

· High School Diploma or General Educational Development (GED)

· Valid Driver’s License

· Railway Certification in Canadian Rail Operating Rules (CROR) or the United States Operating Rules (USOR) and Signal and Communication

Technical Skills/Knowledge

· Knowledge of Business department and field operations

· Knowledge of Positive Train Control (PTC) and Electronic Train Control (ETC)

· Knowledge of Microsoft Office (Excel, PowerPoint, Word) and CN internal applications including Systems Applications and Products (SAP)

· Knowledge of labour agreements that exist within the Business function

· Knowledge of federal and state regulations

· Knowledge of training methodology and adult learning principles

· Knowledge of CN’s Learning Management System in My360*

· Fluently bilingual, both written and verbal (English, French)*
