JOB SUMMARY

The position involves planning and coordinating the activities of Recycling Program to ensure that established goals and objectives are accomplished in accordance with prescribed priorities, time limitations, and funding conditions; advises makes recommendations, and assists in the formulation of goals and objectives; and exercises independent judgment in the course of carrying out overall responsibilities. The work also involves investigating, evaluating, and documenting violations of the county solid waste ordinance and public nuisance ordinance.

ESSENTIAL JOB FUNCTIONS

  • Develops and conducts presentations on recycling and composting to students, teachers, civic groups, businesses, and residents.
  • Prepares written materials and brochures on recycling and environmental programs.
  • Serves as Household Hazardous Waste (HHW) contact person, helps with reservations, and gives presentations on HHW disposal.
  • Serves as an executive board member for the St. Louis-Jefferson Solid Waste Management District, which involves attending board meetings, grant evaluation, public speaking, and some committee work.
  • Works with businesses on collection events and provision of recycling services.
  • Writes and administers grant funding for the recycling program, which includes:
  • Authorizing, verifying, and keeping records of disbursements from the program account.
  • Identifying and making recommendations on the programs budgetary and operational requirements.
  • Compiling and preparing reports, records, charts, files, and related program documents.
  • Ordering and acquiring supplies and services.
  • Conducting post audits to ensure that original program goals and objectives are still being obtained and recommends corrective actions as needed.
  • Developing plans and establishing work plans and schedules for each stage of the program.
  • Assigning, monitoring, and evaluating the work of the program.
  • Traverses properties to investigate, evaluate and document violations of County Ordinances through use of photographs, computers, witness statements and written reports.
  • Develops complete casework for prosecution of violators of county ordinances.
  • Testifies at Code Commission hearings and in municipal court.
  • Communicates both in writing and verbally with residents, supervisors and officers of the court.
  • Interprets Countys Solid Waste and Public Nuisance Ordinances in the field as it applies to potential violation cases.
  • Coordinates with inspectors of other divisions for task force inspections.
  • Performs work at assigned location during specified business hours.
  • Performs related additional duties as required and assigned.
