Position Summary:

Reports to the vice president, regional operations. Directly supervises program director, senior residential supervisor, accounting specialist, office manager, human resources specialist, and safety/maintenance technician. Plans, directs, and coordinates activities of the facility to ensure that operational and business goals or objectives of company/contracting agencies are accomplished within prescribed time frame and funding parameters in compliance with Management & Training Corporation (MTC) and Texas Department of Criminal Justice (TDCJ) directives.

Essential Functions:

  • Responsible for the overall management and coordination of the contract and acts as the central point of contact with TDCJ-PFCMOD Monitor and MTC vice president, regional operations.

  • Responsible for program planning, development, training, and implementation; monitors compliance with policies and procedures; and providing consultative services to plan, implement, and monitor effective agency programs.

  • Provide staff training, evaluate staff performance and implement organizational and personnel changes as approved by the regional director and coordinated with corporate human resources prior to implementation.

  • Conducts special investigations, program analyses, and research studies; reviews and analyzes treatment operations to identify problem areas and prepares reports of findings and recommendations; initiates activities to increase effective programming.

  • Ensures all participants receive the appropriate assessments and services within the defined time frames according to contractual requirements.

  • Prepares annual program budget; assists in the preparation of training and operational manuals, policy and procedures, educational materials, and information programs.

  • Ensures direct reports are performing duties and responsibilities in accordance with company policies and procedures.

  • Monitor the direction of grievance and disciplinary procedures for offenders.

  • Responsible for the oversight, management, proper use, maintenance and safekeeping of the physical plant and all equipment, furniture and fixtures assigned to the facility.

  • Prepares and/or reviews required or requested reports for management staff, agency officials, or others as necessary. Confers with and provides technical advice to the program director, residential treatment programs and the vice president in regard to facility operations, policies, procedures requirements, protocol and programming needs.

  • Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.

  • Maintain accountability of staff, residents and property; adhere to safety practices.

  • It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements:

  • Bachelor’s degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE).

  • Major coursework in a Behavioral Science, Criminal Justice, or a related field preferred.

  • Directly related experience may be substituted at the rate of one year equals thirty semester hours, if approved by the senior vice president.

  • Minimum of three (3) years of work experience in the management and supervision of a residential or similar facility.

  • Experience in management and supervision of facilities providing chemical dependency services or residential treatment services preferred.

  • Valid driver’s license in the State of Texas with an acceptable driving record required, unless waived by management.
