In 2021, the New York State Public Health Corps (NYSPHC)Fellowship Programwas formed to supportNew York Statepublic health preparednessand responserelated tothe COVID-19 pandemicand other public health emergencies. In August 2024, the next cohort of NYSPHC Fellows will be mobilized across New York Stateto 1) providecritical support and services totheNew York State Department of Health,local health departments (LHD), and community-based sitesin response to both current and future public health emergencies, (2) build effective communication and messaging throughout the Statetosupport key strategies addressing public health efforts, and (3) facilitate connections among the community level public health stakeholders required to strengthen and sustain public health learning and action partnerships.Public Consulting Group LLC (PCG), as the project manager,and its affiliate,Staffing Solutions OrganizationLLC(SSO),have partnered with NYSPHCfor SSOto recruit and hireFellows for the 2024-2026 Public Health Corps Cohort.

Responsibilities

As a Public Health Fellow II, youwillberesponsible forworking with thedesignatedhostorganizationto provide specialized professional services related toidentifiedpublic health priorities.The Public HealthFellowII will have an onsite presence based on the needs of thehost organization. The host organizationmayrequireup to 100 percent onsite workand/or local travel.

  • Comply withNYSPHC requirements,including successfully completing Cornell University’s Public Health Essentials Certificate Course and University of Miami’s Building Expertise in Administration and Management Certificate course.

  • Comply withPCGprojectand SSO employment and program requirements.

  • Focus efforts in at least one of the following areas: communications;emergency preparedness and response;epidemiology;laboratory;policy development;program and organizational management; and stakeholderengagement.

Responsibilities and tasks may include:

  • Facilitatepublic health investigations and surveillance activities to gather information on COVID-19, emerging or future public health threats, and/or chronic or communicable diseases.

  • Provide public health education, training, and outreach programs.

  • Collect, review, and enter data required by the host organization.

  • Prepare written summaries, reports, and action plans.

  • Create anddisseminatecommunications for public health outreach.

  • Educateandfacilitatethe public in obtainingappropriate services.

  • Communicate regularly with theNYSPHCFellowship Placement Coordinator. 

  • Other duties, as assigned.  

Fellowship Position Specific Description

TheSuffolk Public Health Fellow II will work inthe areaof Epidemiology and Data with a focusonSTIs/HIV.This fellow will be assigned to the Bureau of Epidemiology and Disease Control and Sexually Transmitted Disease (STD) Control Unit. Tasks may include but are not limited to:

Under Bureau of Epidemiology and DiseaseControl Assistin the collection and analysis of dataregardingdisease investigations and county disease statistics.

  • Assistin the identification of bureau program and management objectives.

  • Assistin collection of data toassistin the development of standards and criteria to assess program productivity and policies in terms of operational implications,assistingbudget staff as needed with fiscal implications.

  • Participate in assessing bureau program operations todetermineneeded modifications in procedures andassistwith implementations of changes.

  • Assistin the collection and analysis of disease data on demographic and sociological characteristics of the region toassistin program decision making and assessment of community needs.

  • Assistin drafting policy, preparing program plans and the development of new program activities.

  • Assistin the review of new and proposed CDC, New York State Department ofHealthand local legislation todeterminethe effect on the bureau’s programs and policies.

  • Assistbureau administrative and clinical staff with program management tasks and other related work as needed.

Under STD ControlUnit -

Performs case investigation for sexually transmitted infections (STIs) including HIV, syphilis, chlamydia, gonorrhea, and mpox. Investigations include review of medical records, communication with treating providers, and/or patient interview.

  • Performs contact tracing for STIs to help prevent the spread of infection. Refers contacts for treatment/ prophylaxis with medication or vaccination whenindicated.

  • Performs education and counseling for persons diagnosed with STIs and their contacts.

  • Communicates with patients’ providers to ensure that patients and their partners receiveappropriate treatmentand follow-up. Makes recommendations in line with current clinical and public health guidance.

  • Maintains thorough case records. Completes state-mandated case and contact reporting in CDESS, ECLRS and MIS in a thorough andtimelyfashion.

  • Performs field visits as needed to locate patients who are out of care, complete patient interviews or contact tracing, provide education and support, or ensure delivery of treatment, as applicable.This may entail visits to patients’ homes oraccompanying them to their healthcare appointments.

  • Composes public health educational material andassistswith public education and outreach efforts.

  • Prepares grant reports.

  • Assistswith grant applications.

This position is based in Great River, NY.

Minimum Qualifications

  • At least one of the following:

  • Two years of experience within a health, public health, education, human services, community-based organization, or institutional setting

  • Two years of experience in administrative, personnel, fiscal, or other related operational activity

  • Bachelor's degree

  • Strong organizational, communication, and analytical skills, and the ability to work effectively in a team environment.

  • Proficiencywith computers, including word processing, email, data entry, using spreadsheets and databases, and creating presentations.

  • Critical thinking and sound judgment. 

  • A flexible, adaptive, and composed attitude with the ability to interact professionally with culturally diverse individuals.

  • Phenomenal work ethic with a positive attitude.   

  • Employment is contingent on completion of a background check.  

  • Must be able to meet position requirements, including reporting for onsite work or local travel asrequired.  

  • Ifa fullyremote position,musthave reliable internet access. 

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
