Reference #: 4373758 THE POSITION Would you like to make a difference in the lives of individuals and families who are impacted by a substance use disorder?  If so, complete and submit your application for the position of Public Health Program Associate 2 (PHPA 2) within the Department of Drug and Alcohol Programs (DDAP) Bureau of County Program Oversight.

This position supports the DDAP mission by planning and implementing public health programs in the field of substance use disorders. You will work directly with our 47 Single County Authorities (SCA) by monitoring and supporting them through review of treatment needs assessments, treatment plans and annual reviews and updates. This position also conducts SCA on-site visits to evaluate case management and treatment activities in compliance with state and federal requirements.

DESCRIPTION OF WORK Work performed in this position includes professional, consultative, and administrative work on behalf of and throughout the Commonwealth's Drug and Alcohol Treatment and Service System. You plan, develop, and monitor programs associated with substance related and addiction disorders. You also lead and coordinate committees, programs, and work groups, which includes collaborating, planning, participating, facilitation, preparing and submitting work plans, reports, and summaries.

Duties of this position include researching, organizing, analyzing, and presenting data for planning, developing, and monitoring of public health programs and initiatives associated with substance related and addiction disorders. You serve as the Project Manager for Federally Funded Grant Programs, which includes the oversight, management, and monitoring of all aspects of the contracted program, to include fiscal and programmatic components; as well as developing contract language, work statements and reports, conducting meetings, and visiting project sites.

You also participate in the implementation and review of Funding Initiative Announcements to address statewide substance use epidemics. This includes the development of tools for assessing the applicant's ability to respond to the crisis and monitoring grants awarded to include use of program evaluation tools and metrics. In addition, you monitor and support SCAs through review of treatment needs assessment and plans using pertinent approved data sources and conduct on-site reviews for evaluation of case management and treatment activities.

Work Schedule and Additional Information:

Full-time employment Work hours are 8:30 AM to 5:00 PM, Monday to Friday, with 60-minute lunch. Telework-Preferred (part-time): You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. One year as a Public Health Program Associate 1 (commonwealth title); or A bachelor's degree and one year of professional experience in the development, analysis, or monitoring of programs, grants, or contracts in health, human services, social or behavioral services, health care services, or health insurance;or An equivalent combination of experience and training.
